국문 초록

본 연구는 7.20 교육여건 개선계획에 따라 추진되고 있는 학교신설사업의 재정 배분제도의 현황과 문제점을 분석하고, 이를 토대로 교육재원의 효율적 운용과 학교 신·증설 사업의 목표 달성을 위한 학교신설교부금 교부방식과 적기 개교 방안을 제시하였다. 이를 위해 시·도교육청의 관련 업무 담당자를 대상으로 학교신설 과정과 학교신설비 교부금 운영체제에 대한 문제점과 원인, 그리고 개선에 대한 의견을 수렴한 후, 구체적인 개선 방안을 모색하였다. 학교신설비 사업을 추진하는 과정에서 시·도교육청은 학교부지매입이 가장 어려운 단계로 인식하고 있었고, 학교신설의 공사기간도 적절하게 수행되지 않고 있었으며, 그에 따라 학교별 소요액을 일률적으로 개교 전년도에 교부하고 있는 현행 학교신설비 교부금의 교부시기나 방식도 부지매입의 소요 기간이 지역마다 다른 실정을 감안할 때, 제도적 보완장치의 필요성이 제기되었다. 이러한 문제 의식을 토대로 본 연구는 학교신설비 배분 효율화를 위한 로드맵을 제시하였고, 더불어 학교신설비 적기 배분을 위한 구체적인 방안으로 학교신설비 교부 시기 및 교부 방식의 개편, 학교부지매입 최소화 방안, 공사기간의 적정화를 위한 방안 등을 제시하였다. 마지막으로 학교신설비 배분제도의 발전을 모색하는데 요구되는 정책적 보완 장치를 제시하였다.

영문 초록

This study was conducted to design a better solution of the financing system for the new school construction, particularly focusing on many problems which have been raised regarding the financing system since after the launching of the 7.20 Project, which is a gigantic program started in 2001 for improving school conditions reaching to the OECD standards by investing 12,00 billion won. In the study the current states and problems were analysed regarding the planning system of the new school mapping, the financing and constructing schools and the opening of the new schools. The findings from the analysis were re-examined in relation to the possible alternatives for improving the present system of financing. Research data were collected mainly from the government documents and the guided questionnaire answered by the concerned personnel in the provincial office of education. From the study, it was found that most of the Offices of Education are encountering many difficulties in executing the program, particularly finding the suitable sites for new schools, purchasing the land and delaying duration of construction. Therefore, the current financing system for the new school construction should be radically changed in order to support the timely opening of the schools, particularly to delegate the financing power from the central government to the local government as soon as possible. Finally, the further study must be followed for the precise evaluation of the 7.20 Project and the efficient allocation of educational resources beyond a simple approach by constructing school buildings only.
