영문 초록

One of the driving forces behind the exponential growth of the Internet is its popularity as a consumer marketplace. In recent year, most companies employing the information-related Internet business models have been forced to piggyback them on one of the other models. For instance, software is tied to the delivery of goods under the tangible goods model. What is needed is a new payment system allowing for instantaneous exchanges over the Internet, the transaction costs of which are low enough to make micropurchases feasible. That system is ETF(Electronic Fund Transfer) and a number of different ETF systems are being developed. ETF is the means for purchasing on-line information efficiently and conveniently. In order for ETF to become a stable addition to the money supply, it should be issued by the government as legal tender. Government backing would lend ETF's credibility. The government should involve itself now to institute a secure and effective means of ETF, properly tailored to mocropurchases, that will safely direct and encourage commerce on the Internet. In this article, with these issues in mind, I would like to explore problems of ETF, specially legal character and constitution of ETF, counterfeit, spawning and transfer etc., in the respect of private law. And then, I would try to examine the improvement of our legislation system to activate use of ETF and to protect a consumer in e-commerce.
