시도별 학원 교습시간 규제 조례 효과 분석

국문 초록

이 연구에서는 각 시도단위의 학생 1인당 월 평균 사교육비 데이터를 이용하여 고등학교 단계에서의 학원 교습시간 규제가 사교육비 감소에 어느 정도 효과가 있는지를 살펴보았다. 이중차분법을 이용한 분석결과 고등학교 학원 교습시간을 22시로 변경한 지역이 여타 지역보다 정책 시행 이후에 사교육비 감소나 변화에 통계적으로 유의한 영향이 없는 것으로 나타났다. 그러나 22시와 23시, 24시 변경에 대한 각 시기별 구체적 더미변수를 설정하여 중다회귀분석을 수행한 결과에서는 a=0.1 유의수준에서는 통계적으로 유의하게 24시 제한 지역보다 22시로 제한한 지역의 사교육비지출이 학생 1인당 월평균 2.489만원(전체 고등학교), 그리고 3.238만원(일반고) 정도 적은 것으로 나타났다. 11개 시도교육청에서 고등학교 학원 교습시간을 22시로 제한한다면, 연간 약 1,626억원 정도 감소하는 것으로 산출된다. 이는 2023년도 전체 고등학교 학생 사교육비 75,389억원의 약 2.2%에 해당한다. 향후 학원 교습시간 규제 효과, 그리고 작년에 발표되고 추진된 고등학교 관련 규제 정책의 효과에 대한 다양한 정책평가 연구가 진행될 필요가 있다.

영문 초록

This study used data on the average monthly private education expenditure per student in each municipal unit to examine the extent to which regulation of cram school hours at the high school level was effective in reducing private education expenditures. As a result of the analysis using the difference in difference(DID) method, it was found that the regions that changed the Hakwon(private after school institution) and private tutoring teaching hours to 10pm did not have a statistically significant effect on the decrease or change in private education expenditures after the implementation of the policy compared to other regions. However, as a result of the multiple regression analysis by setting specific dummy variables for each period of the 10pm, 11pm, and 12pm regulation time, it was found that the average monthly private education expenditure per student in the 10 pm regulation area was 248,900 won (all high schools) and 323,800 won (general high schools) less than in the 24-hour restricted area at a significance level of a=0.1. If the 11 provincial education offices limit the teaching hours of high schools to 10 p.m., it will be calculated as a reduction of about 162.6 billion won per year. This is equivalent to about 2.2% of the total high school students' private education expenditure of 7538.9 billion won in 2023. There is a need to conduct various policy evaluation studies on the effect of regulating Hakwon or private tutoring teaching hours in the future and the effects of regulatory policies announced and promoted last year.
