국문 초록

한국 사회는 지난 20여 년 동안 아동학대의 문제를 해결하기 위해 다양한 노력을 기울여지만 해결의 실마리를 찾지 못하고 있다. 이는 지난 기간 동안 사회적 노력이 공적 대책의 확대에 집중한 결과 사적 부분과의 효율적 협력체계를 구축하지 못한 결과일 수 있다. 사적 영역으로서 가족의 역할이 무엇보다 중요한 한국적 상황에서 이를 활용하기 위한 정책은 초보적 단계에 머물러 있다. 본 연구는 아동학대 문제를 해결하는 하나의 주요한 수단으로서 가족을 적극 활용할 수 있는 방안을 모색하는데 목적이 있다. 이를 위해 공적 대책에 대한 보완적 수단으로서 가족참여를 강조하는 미국의 Mentor Parents program의 사례를 연구하였다. 이 프로그램을 역사적 기원, 메커니즘, 효과성을 중심으로 분석하였으며, 시행 과정에서 나타난 한계점을 제시함으로써 한국에서 실행 가능성 및 고려 사항을 제안하였다.

영문 초록

Child abuse is a significant problem in Korean society, and it is crucial to address it. This study aims to explore the issue of child abuse in Korea and present a successful program that uses mentor parents in the United States child welfare system. The Mentor Parents program provides support to families experiencing abuse from people who have gone through similar experiences. This approach allows parents to be involved in the entire service process, from case management to legal disputes, and is known to reduce resistance from families compared to public child welfare agencies. It contributes to successful reunification as well as a reduction of abuse recurrence rates. The program is an excellent example of how collaboration with individuals who have firsthand experience with the child welfare system can be instrumental in successfully reuniting families and reducing instances of child abuse. While the Mentor Parent program is not a solution that can completely eradicate the issue of child abuse, its principles can be essential components of the solution that have been overlooked. This approach holds significant promise for implementation within the Korean context, as it enhances family participation and involvement, strengthens the relationship between families and child welfare agencies, promotes family reunification, mitigates the recurrence, and reinforces the well-being of children. In this case study, we provided an overview of the program and its effectiveness.
