사회보장제도에서의 장제급여 통합방안 연구

국문 초록

본 연구는 인구 및 가족구조 변화에 따른 1인가구와 무연고사망자 증가에 대비하기 위해 사회적 위험 중에 하나인 죽음에 대한 복지확장을 위해 기획되었다. 기존 사회보장제도의 장제급여를 통합하여 보편적으로 전국민을 대상으로 하는 장례복지제도를 운용할 필요성을 강조하고, 관련 전문가의 심층인터뷰(FGI)를 통해 사회보장제도에서의 장제급여 통합을 위한 적용범위, 급여수준, 재원조성 그리고 전달체계 구성 방안에 대해 연속적 비교법으로 분석․제시하였다. 분석결과 장례복지로서 장제급여 지급과 통합 필요성에 대해서는 큰 틀에서 동의 하나 하위 방법에서 약간의 이견이 있음을 알 수 있다. 둘째, 적용범위는 전국민을 대상으로 하되 급여자격을 무연고사망자 또는 1인가구로 하는 방안과 전국민을 보편적으로 모두 적용하되 현금급여와 장례서비스를 선택 적용하는 방법을 제시하고 있다. 셋째, 급여수준은 적정한 장례비용을 조사하여 존엄한 장례를 위한 최소비용이나 장례서비스를 제공하도록 제시하고 있다. 넷째, 재원조성에서는 사회보험과 지자체 등의 역할 분담에 이견이 존재하는데 죽음의 원인에 따른 개별 사회보험에서의 기여와 지자체의 장례서비스 지원과 관리운영 비용의 부담을 지지하고 있다. 끝으로 전달체계는 현금급여의 경우에 사회보험 관리기구 중 한 곳에서 관리하는 방법, 현물급여 장례서비스의 경우는 지자체가 사회서비스원에 위탁하여 운영하며, 서비스 적정성 평가, 장제비용 심사 등은 한국장례문화진흥원을 활용하는 방법 등을 제시하고 있다. 향후 장례복지 강화를 위한 논의의 기초 자료로 활용될 수 있을 것이다.

영문 초록

According to changes in population and family structure, Single-person households and the number of deaths without ties are on the rise. To expand welfare for death, one of the social risks, This study was planned. There is a need for a funeral welfare system for the whole nation by consolidating the social security system’s funeral benefits. The research method used an in-depth expert interview and Data were collected through semi-structured in-depth interviews and analyzed by a continuous comparison method. The 6 experts are experienced researchers working in the social security system. As a result of the analysis, 6 categories, 12 patterns, and 17 meanings were derived: The analysis frameworks(6 categories) are the need for integration, the Coverage, Benefits, the Financial resources, delivery system and Govnernance. First, Although we agree in a broad framework on the need for funeral benefits and integration as funeral welfare, it can be seen that there are some disagreements in the sub-method. Second, The Coverage is for the entire nation, but it suggests a plan to make the benefit eligible to be a death without connection or a single-person household, and a method to apply cash benefits and funeral services to all citizens universally. Third, the Benefits level suggests that the minimum cost or funeral service for a dignified funeral is provided by examining the appropriate funeral cost. Fourth, there are differences in the division of roles between social insurance and local governments in the creation of financial resources. Depending on the cause of death, individual social insurance bears the cost, and local governments bear funeral service support and management and operation costs. Finally, the delivery system and Governance suggests how to manage cash benefits by one of the social insurance management organizations, and in the care of in-kind funeral services, local governments entrust them to the the Province public Agency for Social Service, and the Korea Funeral Culture ＆ Policy Institute takes charge of the screening and evaluation. It can be used as basic data for discussions to strengthen death welfare.
