국문 초록

본 연구에서는 Mucciaroni(1995)의 이익집단 위상변동모형을 활용하여 이슈 맥락과 제도적 맥락을 중심으로 직선제 실시 이후의 교육감의 위상 변동 양상을 분석하였다. 교육감의 위상은 오랜 기간에 걸친 상승과 유지의 과정을 통해 갖추게 되었다. 또한, 이슈 맥락은 유리한 맥락과 불리한 맥락 모두 나타났지만, 제도적 맥락은 상대적으로 유리한 맥락을 유지했다. 제도적 맥락과 이슈 맥락 모두 교육감의 이익을 축소하려는 노력이 중심에 있었다. 제도적 맥락에서 정책결정자의 역량 결집 부족이 교육감의 위상에 유리하게 작용하였고, 대통령과 국회의원, 교육감이 선출되는 시기가 다르다는 것이 위상에 유리하게 작용하는 것으로 나타났다. 또한 제도적 맥락이 교육감의 위상에 영향을 줄 수 있다는 사실이 새로운 대안의 주목과 관련이 있었다는 것, 제도적 맥락의 상대적 중요도에 대한 해석에 유의해야 한다는 것, 대상집단 스스로의 위상변화에 대한 논의가 필요함을 밝혀내었다.

영문 초록

In this study, using Mucchiaroni's (1995) Interest Group Standing Changes Model, the changes in the superintendent's status after the straight line system were analyzed, focusing on the issue context and institutional context. The superintendent's fortunes was acquired over a long period of time through a process of rise and maintenance. In addition, while the issue context was both hospitable and unhospitable, the institutional context remained relatively hospitable. Both the institutional and issue contexts centered on efforts to curtail the superintendent's interests. In the institutional context, the lack of capacity of policymakers was found to be favorable to the position of superintendents, and the different timing of presidential, parliamentary, and superintendent elections was found to be favorable. It was also found that the fact that the institutional context could affect the superintendent's fortunes was related to the attention of new alternatives, that the relative importance of the institutional context should be noted, and that discussions on the target population's own fortune change were necessary.
