국문 초록

방과후학교에 대한 정책적 관심이 재조명되는 상황에서 각 단위학교가 방과후학교 프로그램을 잘 운영하며 정책적 기대효과를 잘 달성하도록 하기 위해서는 프로그램의 책무성을 강화할 필요가 있다. 본 연구는 단위학교에서 방과후학교 프로그램의 평가 및 환류를 위해 활용할 수 있는 시의성 있는 평가지표를 개발하고자 하였다. 초등학교의 방과후학교 프로그램을 연구 대상으로 하고, 프로그램의 평가모형으로 여러 이점을 갖는 CIPP 평가모형을 기반으로 하였다. 연구방법으로는 문헌고찰과 함께 평가지표의 타당성을 높이기 위한 전문가 패널에 의한 2차 델파이 조사를 활용하였다. 전문가 패널은 정책 연구자부터 현장 전문가까지 다양하게 구성함으로써 일방향적, 상부하달식의 평가지표가 아닌 현장 및 현실을 잘 고려한 평가지표를 만들고자 하였다. 연구 결과 문헌고찰에 기반하여 초안으로 마련되었던 총 24개 평가 영역, 55개의 평가지표는 2차에 걸친 델파이 조사를 통하여 전문가 패널에 의해 내용타당도가 입증된 총 21개 평가 영역, 41개 평가지표로 정리되었다. 델파이 조사 과정에서 얻은 전문가 패널의 다양한 의견은 한편으로는 방과후학교 프로그램에 대한 현장의 생생한 의견을 듣는 기회가 되기도 하였으며 이를 바탕으로 학교 현장에의 시사점을 논의하였다. 본 연구에서 개발한 평가지표는 추후 실질적인 평가 도구 개발이 함께 이루어질 때 단위학교의 방과후학교 프로그램의 모든 국면을 고려하며 관계자에게 필요한 정보를 효과적으로 제공함으로써 프로그램을 개선해 나가고 목표를 달성하도록 하는 데에 도움을 줄 수 있을 것이다.

영문 초록

The policy interest in after-school programs being reconsidered, there is a need to strengthen program accountability to ensure that each school operates the after-school program well and achieves the expected policy effects. This study sought to develop timely evaluation indicators that can be used for evaluation and feedback of after-school programs in individual schools. The after-school program in elementary schools was the subject of research, and the evaluation model was based on the CIPP model. The research method used was a literature review and then a Delphi survey by an expert panel to increase the validity of the evaluation indicators. By having a diverse panel ranging from policy researchers to field experts, we aimed to create an evaluation index that takes into account the field and reality rather than a unidirectional, top-down evaluation index. As a result of the study, a total of 21 evaluation areas and 41 indicators whose content validity was proven derived. The diverse opinions of the panel also provided an opportunity to hear lively opinions from the field about after-school programs, letting implications for the school field being discussed. The evaluation indicators considering all aspects of after-school program would help improve the program and achieve its goals by effectively providing the necessary information to stakeholders.
