대구형 방과 후 ‘틈새돌봄’ 사업의 제도화에 관한 연구 -대구광역시 특화사업 중심으로-

국문 초록

본 연구는 대구시 방과 후 아동 ‘틈새돌봄’사업의 연차별 성과 비교를 통해 틈새돌봄 지원정책의 안정적 정착과 발전방안을 모색하는 데 목적이 있다. 연구방법은 사업실적 분석, 심층면접, 만족도조사를 통한 혼합연구방법을 사용하였으며, 그 결과는 다음과 같다. 첫째, 실적분석 결과 서비스기관 수가 40개에서 120개로 확대, 서비스이용자 214명에서 3,164명으로 확대, 아동이 집에 혼자 머무는 시간이 평균 3.02점에서 1.47점으로 감소하였다. 둘째, 만족도 조사에서 보호자는 돌봄공백 감소 효과, 안전한 돌봄과 양질의 교육프로그램 등의 만족도가 연차별 유의한 상승효과를 보였고 아동은 센터 생활과 돌봄 환경에 높은 만족도를 보였다. 셋째, FGI 결과 실무자는 이용자의 긍정적인 인식변화, 돌봄 욕구 변화, 업무 과중 등에 대해 언급하였다. 보호자는 돌봄 공백 해소로 일·가정양립의 가능, 유연한 돌봄 이용방식, 사교육비 절감, 건강한 또래관계 형성 등을 장점으로 꼽았으나 프로그램 다양화, 건강한 먹거리, 센터 환경개선을 언급하였다. 이러한 틈새돌봄 사업에 대한 종합적인 평가의 시사점을 바탕으로 틈새돌봄의 안정적 정착과 운영 정상화를 위한 서비스기관의 다양화 및 양적증대, 전담인력 배치, 전달체계 정비 및 제도개선을 통한 유연한 사업 운영을 제언하였다.

영문 초록

The purpose of this study is to provide basic data for the stable settlement and continuous development of gap care support policies by comparing the annual performance of the ‘gap care’project in Daegu. The research method used a mixed research method through business performance analysis, in-depth interview, and satisfaction survey. As a result, first, in the performance analysis, the number of service institutions expanded from 40 to 120 and from 214 service users to 3,164, and the average time children spend alone at home decreased from 3.02 to 1.47 points. Second, in the satisfaction survey, guardians showed a significant annual increase in satisfaction with the effect of reducing the care gap, safe care, and quality education programs, and children showed high satisfaction with the center's life and care environment. Third, as a result of FGI, practitioners mentioned changes in user perceptions, diversification of care service needs, preference for gap care, and overwork. The guardian cited the possibility of work-family balance, flexible care use, reduction of private education costs, and formation of healthy peer relationships by resolving the care gap, but mentioned the need to diversify programs, support healthy food, and improve center facilities. Based on the implications of a comprehensive evaluation of these gap care projects, flexible business operation was suggested through diversification and quantitative increase of service institutions, deployment of dedicated personnel, maintenance of delivery systems, and system improvement for stable settlement and normalization of gap care.
