중 · 고등학생이 지닌 난민에 대한 인식 분석 연구

국문 초록

본 연구는 2022년 법무부가 난민심사 지침을 공개해야 한다는 원심판결이 확정된 사건을 배경으로 교사가 가상의 상황을 설정하여 주도권 토론으로 중·고등학생이 지닌 난민에 관한 인식을 분석하였다. 설정한 연구 문제는 첫째, 학생들은 난민을 어떻게 생각하고 있는가? 둘째, 난민 수용에 있어서 제도적으로 보완해야 할 점을 무엇이라고 생각하는가? 셋째, 학생들은 난민 신청자를 난민으로 인정하기 위해 꼭 필요한 요소를 무엇이라고 생각하는가?이다. 학생들은 난민인정기준 심사에 포함될 평가 항목으로 경제력, 재능, 가족 여부, 출신국, 건강 이상의 다섯 가지 중 두 가지를 중요도 순으로 고른 후 한 가지를 더 제안하는 형태의 주도권 토론을 실시하였다. 토론 결과 학생들은 주어진 다섯 가지 평가 항목 이외에도 자국민 보호, 난민 구호의 시급성, 자국 이익, 신뢰성, 난민 신청자의 태도 등을 세 번째 인정 심사 평가 항목으로 선정하였다. 또한 학교급별에 따라 난민인식에 차이가 있었는데, 고등학생들은 난민의 무조건 수용에 대하여 자국민 보호를 우선 혹은 전제로 두고 의견을 제시하였으나, 중학생은 난민 입장을 우선 생각하는 팀의 활약이 두드러졌다. 이는 고등학생이 중학생보다 조금 더 현실적이고 실질적인 계산에 더 많이 마음을 기울이고 있음을 의미한다. 본 연구는 중·고등학교 학생들이 난민을 어떻게 인식하고 있는가를 이해하는 기초자료로 활용할 수 있다.

영문 초록

This study analyzes the perceptions of middle and high school students regarding refugees through a discussion of a hypothetical scenario proposed by a teacher in light of a court decision confirming that the Ministry of Justice should publish refugee screening guidelines in 2022. The research questions were: First, what do students think about refugees? Second, what institutional improvements are necessary for refugee acceptance? Third, what elements do students think are essential for recognizing refugee applicants as refugees? After listing economic status, talent, family background, country of origin, and health as possible evaluation criteria, the study proposes that each team should choose two criteria based on importance and suggest another one. During the discussion, students highlighted the need to expand the evaluation criteria to include national protection, urgent refugee relief, national interest, reliability, and the attitude of asylum seekers. High school students emphasized the importance of national protection over the unconditional acceptance of refugees, while middle school students focused on establishing criteria from a refugee's perspective. The results indicate that high school students tend to be more pragmatic and focused on practical considerations than middle school students. The study aims to provide insight into the differences in thinking between middle and high school students regarding refugees and to encourage them to consider the issue of accepting refugees from various perspectives.
