중증장애인생산품 지정 직업재활시설의 운영 성과 및 지역 별 차이 분석 연구

국문 초록

본 연구의 목적은 2020년도 직업재활시설 운영실적 자료를 활용하여, 시설의 최근 현황 파악, 중증장애인생산품 우선구매 지정 여부가 시설의 운영 성과에 미치는영향에 대한 분석 그리고 지정 직업재활시설의 지역별 분포 차이를 QGIS 프로그램을 통해 살펴보고 시사점 및 발전 방안을 제시하고자 하였다. 연구 결과 중증장애인생산품 지정은 직업재활시설의 일자리 및 매출관련 운영 성과를 명확하게 증폭시키는 핵심변수로 분석되었지만, 지역별 생산품 지정 시설의비율 분포가 통계적으로 유의미한 차이가 있을 뿐만 아니라 상위 약 20%의 직업재활시설이 전체 매출의 80% 가까이를 차지하는 불균형 상황이 포착되었다. 이를 바탕으로 우선구매제도 및 직업재활시설의 발전적 운영을 위한 제언으로, 중증생산품의 전체적인 파이를 키움과 동시에 우선구매 비율을 높여나가고, 국가기관·공기업 등의 경영·행정평가에 장애인생산품 구매를 유도할 수 있도록 하는 평가체계의 구축 등이 필요하다. 또한 타 시도와 비교하여 생산품 지정시설비율이 상대적으로 낮은 지역의 경우 지역 산업생태계 점검·분석을 통해 특화된 직업재활시설 발전전략 도출, 지역 간 차이에 영향을 미치는 시설 간역량·경쟁 요인에 대한 분석 및 대안 제시, 그리고 해당 지자체의 사업 의지 점검 및 제 역할 수행을 위한 모니터링이 필요할 것으로 보인다. 더 나아가 직업재활시설의매출·자원 편중 현상 변화를 위한 시스템 개선을 위해, 상위 약 20% 시설들의 노하우 전파 및 자원 낙수효과를 볼 수 있도록 하는 자원배분 전략 수립, 그리고우선구매제도와 연계하여 직업재활시설 운영 전반의 컨트롤 타워 역할을 수행할 수 있도록 기존 공적 기관들의 역할 강화 통한 조정 및 모니터링 체계를 확립해나아갈 필요가 있다.

영문 초록

This study utilized 2020 data on the operation of Vocational Rehabilitation Centers (VRCs) to assess their current state, examine the impact of the Preferential Purchase Policy (PPP) on their performance, and analyze regional disparities among VRCs that are designated for PPP. By using the QGIS program, this study found statistically significant disparity in the regional distribution of VRCs that are designated for products made by people with severe disabilities (PWSD), with the top 20% of VRCs accounting for nearly 80% of total sales. Furthermore, this study concluded that the PPP for PWSD-made products is a significant factor in enhancing the job performance and sales outcomes of VRCs. Based on the findings, the study recommends the following strategies for the development and operation of the PPP and VRCs: increasing the production of products made by PWSD and raising the preferential purchase rate to ensure consistent positive effects across all VRCs; implementing an evaluation system that incentivizes the purchase of products made by PWSD in the performance assessments of national institutions and public corporations; developing specialized strategies for VRCs in regions with a low ratio of preferential purchase from designated centers compared to other cities and provinces, including analyzing their capabilities and competitive factors and suggesting alternatives; and assessing the local government's willingness to support these centers and monitoring their performance. To improve the system and reduce the concentration of sales and resources in VRCs, it is crucial to systematically examine the causes of inequality. An effective resource allocation strategy should be established to allow the top 20% of facilities to share their expertise and resources to benefit the remaining VRCs. In addition, the roles of the Korea Association of Vocational Rehabilitation Facilities for the Disabled and Korea Disabled People's Development Institute should be strengthened to establish a coordination and monitoring system.
