국문 초록

미국 국가안보국(NSA)의 민간인 사찰과 같은 논란은 북한, 중국, 러시아를 제외한자유진영의 정보수사기관에서 ‘개인정보’와 ‘위협정보’의 가치갈등을 겪고 있는 딜레마이다. 이에 더해 한국의 정보수사기관은 해방이후 분단으로 민족주의(民族主義) 이념 안에서 북한의 위협에 대응하는 과제를 안고 있다. 대공수사, 대테러 활동은 정치적 목적의 폭력을 의미하는 것이지만 국내에서는테러리즘의 개념을 무분별하게 사용하고 있어 테러의 위협을 명확하게 할 수 없게되고 이러한 사회적 인식은 대공수사와 대테러 활동의 목적과 가치를 훼손하게 되는결과를 초래하고 있다. 따라서 먼저 이 연구에서는 대공수사, 대테러 활동과 같은 정보수사기관의 직무와국내 정치의 관계를 살펴보기 위해 테러리즘의 출발점인 프랑스 혁명 과정에서 로베스피에르의Maximilien de Robespierre)의 정의부터 탐색적으로 살펴보았고, 최근 코로나19 팬데믹와 같은 물리적 위협뿐만 아니라 질병과 같은 비전투적 요인으로도 국가안보가 위협받을 수 있다는 경험은 보건기관 뿐만의 문제가 아닌 정보수사기관의정보력의 필요성이 제기되었다. 이스턴(D. Easton)의 정치체제론을 근거하여 대공수사와 국내정치의 관계를 살펴보았고, 이러한 비전투적 위협으로 경제, 문화 등 분야를 포함한 사회 전반에 대한포괄적 안보의 필요성은 사회적 여론이 선거를 통해 정치로 연결되는 구조를 근거로제시하였다. 따라서 북한의 실제적인 위협과 민족주의 국내정치는 정보수사기관의 직무와 구조적으로 맞닿아 있으며 이 연구에서 탐색적(Exploratory)으로 논의하고자 하였다.

영문 초록

The U.S. NSA's surveillance of civilians are a dilemma in which the intelligence agencies of the liberal state, excluding North Korea, China, and Russia, are experiencing a conflict of values between “personal information” and “threat information.” In addition to this, South Korea's intelligence investigation agency has the task of responding to the North Korean threat within the ideology of nationalism due to the division after liberation. Anti-communist investigation and anti-terrorism activities mean violence for political purposes, but the concept of terrorism is used indiscriminately in Korea, making it impossible to clarify the threat of terrorism, and this social perception undermines the purpose and value of Anti-communist investigation and anti-terrorism activities. Therefore, in this study, first, in order to examine the relationship between the duties of intelligence agencies such as anti-communist investigation and counter-terrorism activities and domestic politics, we explored the definition of Robespierre's Maximilien de Robespierre in the course of the French Revolution, the starting point of terrorism. , The recent experience that national security can be threatened not only by physical threats such as the COVID-19 pandemic but also by non-combat factors such as diseases has raised the need for information power of intelligence agencies, not just health institutions. Based on D. Easton's political system theory, the relationship between the anti-communist investigation and domestic politics was examined.As a result of these non-combat threats, the need for comprehensive security for the entire society, including the economy and culture, was presented based on the structure in which social public opinion is connected to politics through elections. However, in this process, North Korea's actual threat and nationalist domestic politics have a structure that has the job and probability of intelligence investigation agencies, and this study examined this discussion in an exploratory manner.
