배드 리더십의 7가지 요인에 대한 실증 연구

국문 초록

리더십은 조직 효과성과 성공에 영향을 미치는 중요한 요인이다. 그동안 리더십 연구는 리더의 ‘밝은 면’에 초점이 맞춰져 있었지만, 최근에는 리더의 ‘어두운 면’에 대한 관심이 크게 증가하고 있 다. 이와 관련 비인격적 감독(Abusive supervision), 부정적 리더십(Negative leadership), 파괴적 리더십 (Destructive leadership), 보싱(Bossing), 부정적 감독(Negative supervision) 등 유사한 개념에 기초해 다각적 으로 연구가 활발하게 진행되고 있지만, 국내에서의 연구 사례는 매우 미흡한 실정이다. 이에 본 연구에서는 Kellerman이 제시한 배드 리더십에 초점을 맞추어 비효과성 측면의 무능, 경 직, 무절제 3가지 요인과 비윤리성 측면의 무감각, 부패, 편협, 사악 4가지 요인을 조사하였다. 연구 참여자는 중앙행정기관에 재직하고 있는 국가직 공무원 140명(5급 승진 예정자)이며, 공직에서 경험 했던 ‘배드 리더십’에 관한 1,960건의 행동사례를 수집하여 텍스트 마이닝 분석 기법 중 하나인 의미 연결망 분석을 수행하였다. 통합적 관점에서 맥락을 분석한 결과 28개의 사례가 도출되었고, 결과를 토대로 조직 차원에서 전략적 방향을, 개인 차원에서 리더십과 역량 개발의 실마리를 제시하였다. 본 연구는 중앙행정기관의 조직 구성원 관점에서 배드 리더십의 7가지 요인에 대해 실증적인 연구를 통 해 ‘바람직하지 않은 행동 지표’를 도출하였다는 데 의의가 있다.

영문 초록

Leadership is an important factor influencing organizational effectiveness and success. Leadership research has focused on the “bright side” of leaders, but recently, interest in the “dark side” of leaders has increased significantly. In this regard, research is being actively conducted in various ways based on similar concepts such as abusive supervision, negative leadership, destructive leadership, bossing, and negative supervision, but research cases in Korea are very insufficient. Therefore, in this study, focusing on the bad leadership proposed by Kellerman, three factors of incompetence, rigidity, and intolerance in the aspect of ineffectiveness, and four factors of insensitivity, corruption, intolerance, and evil in the aspect of unethical were investigated. The study participants were 140 state officials (to be promoted to grade 5) working at the central administrative agency, and 1,960 cases of behavioral cases related to ‘bad leadership’ experienced in public servants were collected and semantic network analysis, one of the text mining analysis techniques was performed. As a result of analyzing the context from an integrated perspective, 28 cases were derived, and based on the results, strategic directions at the organizational level and clues to leadership and competency development at the individual level were presented. This study is meaningful in that ‘Wrong behavior indicators’ were derived through empirical research on the seven factors of bad leadership from the perspective of organizational members of the central administrative agency.
