서비스 표준 활성화를 위한 전략에 관한 연구

국문 초록

본 연구는 국제적인 흐름에 따라 서비스의 표준화의 중요성이 증대되는 실정에 맞춰 국내․외 비교를 통해 서비스 표준 활성화 방향에 대해 논의하고 제언하였다. 본 연구는 국내 서비스 표준 활성화를 목적으로 국내 서비스 표준 분류에 따라 KS 서비스 표준을 해외 표준 기관의 서비스 표준과 비교하며 서비스 표준의 분류방식, 국제 표준 부합화, 서비스 인증제도 활성화 등 3가지 관점에서 문제점을 도출하였다. 본 연구에서는 서비스 산업의 특성을 고려하여 4가지 방안을 제언하였다. 첫 번 째로, 다양한 산업에 걸쳐있는 서비스의 특성에 따라 수요가 많은 서비스를 선정하고 관련된 모든 서비스 표준을 제공하여 서비스 표준 사용자의 접근성을 향상시켜야한다. 두 번째로, 서비스 교역 장벽이 발생할 수 있는 서비스 표준을 조사하고 우선적인 국제 표준 부합화가 필요하다. 세 번째로, 국제적으로 서비스 교역이 발생할 수 있는 표준에 대한 인증제도 개발이 필요하다. 마지막으로, 인증제도의 홍보와 인증 받은 기업에 대한 실질적인 혜택 부여를 통해 인증을 받는 기업의 수를 늘려야 한다. 본 연구는 비교 기준을 우리나라 표준 분류에 따른 서비스 표준으로 한정하여 서비스 산업 전반에 걸친 서비스 표준을 다루지 못했으며 우리나라의 서비스 산업의 특징을 고려하지 않았다는 점에서 한계를 가진다. 따라서, 향후 넓은 범위의 서비스에 대한 추가 연구가 필요하며 우리나라 서비스 산업의 특징을 고려한 개선방안 도출이 필요할 것으로 보인다.

영문 초록

This study discussed and suggested the direction of activating service standards through domestic and foreign comparisons in line with the increasing importance of standardization of services according to international trends. For the purpose of revitalizing domestic service standards, this study compared KS service standards with service standards of overseas standard institutions according to domestic service standard classification and drew out problems from three perspectives: classification method of service standards, conformity of international standards, and service certification system. In this study, four measures were proposed in consideration of the characteristics of the service industry. First, it is necessary to improve the accessibility of service standard users by selecting high-demand services based on the characteristics of services across various industries and providing all relevant service standards. Second, it is inevitable to investigate service standards that may cause barriers to service trade and to preferentially conform to international standards. Third, it is of great importance to develop a certification system for standards that can cause international service trade. Finally, the number of companies that receive certification should be increased through the promotion of the certification system and the granting of practical benefits to certified companies. This study has limitations in that it did not deal with service standards throughout the service industry by limiting the comparison criteria to service standards according to the Korean standard classification and did not consider the characteristics of the service industry in Korea. Therefore, further research on a wide range of services is needed in the future, and It seems necessary to derive improvement measures considering the characteristics of the Korean service industry.
