제품안전관리제도의 효과적 운영을 위한 표준제품분류체계 시범적용 연구: 어린이제품을 대상으로

국문 초록

본 연구는 제품안전 관리정책 효과를 높이고 관리체계의 표준화, 글로벌화를 위해 국가기술표준원이 추진 중인 표준제품분류체계 운영․관리시스템 개발 R&D의 기초적 자료제공을 위해 수행되었다. 소비자제품의 품목분류를 위한 가장 적절한 모델을 선정하기 위해 국내외 해당 매체에 적용 가능한 관련 분류체계를 비교․분석하였고, 소비자 제품분류를 목적으로 설계된 GPC를 본 연구의 목적에 가장 부합하는 모델로 선정할 수 있었다. 선정된 모델은 ‘어린이제품법’ 상 관리대상 품목에 시범 적용하였으며, 대부분의 관리품목 모두 GPC에 적절하게 분포․분류되는 것으로 나타나 제품안전 관리정책에 GPC를 적용하는데 있어 적합성을 확인할 수 있었다. 다만, 일부 품목의 경우 국내시장의 문화적 특성과 관련법의 품목 적용상의 차이가 있었으며, 이를 보완하기 위해 향후 기존 스키마와 Brick 조정이 필요할 것으로 사료된다. GPC는 글로벌공급망 내 모든 소비자제품을 분류하기 위해 분류체계의 필수요건인 포괄성, 유일성, 일관성을 갖추고 있으며, 글로벌시장 호환성과 타 분류체계와의 연계성을 위해 코드 기반의 분류체계를 제시하고 있는 등 본 연구의 개발목적에 가장 부합하는 분류체계로 나타났다. 또한, 제품 고유특성에 기반한 속성체계를 갖추고 있어 국내 제품안전 소관부처 간의 정책조정․협의과정에서의 활용성과 제품안전관리의 효과성 증대에 기여할 수 있을 것으로 판단된다. 향후 GPC 시범적용 품목의 확대, 문화적․제도적 차이를 고려한 스키마 수정, Brick 조정, 속성체계 개발 등의 추가연구를 통해 표준제품분류체계 운영․관리시스템 개발 연구가 성공적으로 마무리될 것으로 기대하는 바이다.

영문 초록

This study was conducted to provide basic data for the development of the Standard Product Classification System(SPCS) platform, which is being promoted by the KATS to increase the efficiency and globalization of product safety management policies. To select a reference model for the development of the SPCS, domestic and foreign standard classification systems were compared and analyzed. As a result, the GPC designed for consumer product classification, was identified as the most appropriate model for the purpose of this study. The selected model was pilot-applied to management items under the “Special Act on the Safety of Products for Children’s”, and it was confirmed that most of the management items were properly distributed and classified by GPC, demonstrating the suitability of appyling GPC to product safety management policies. However, for some items, there were differences in cultural characteristics and the application of related laws in the domestic market, and it was suggested that schema modification and Brick adjustment would be needed to supplement this. GPC was found to be the most suitable classification system for the purpose of this study, as it has the essential features of comprehensiveness, uniqueness, and consistency, which are required for classifying all consumer products in the global supply chain, and presents a code-based classification system for compatibility with the global market and linkage with other classification systems. Additionally, the attribute system, based on the unique characteristics of products, is expected to contribute to increased effectiveness and efficiency in product safety management policy consultation and coordination among domestic product safety ministries. In the future, further research, such as expanding the pilot application of GPC to more items, schema modification considering cultural and institutional differences, Brick adjustment, and attribute system development, is expected to successfully conclude the development of the SPCS platform.
