청년농업인의 4-H 활동 지원에 대한 요구 분석

국문 초록

이 연구의 목적은 인구감소, 고령화 등 농가 인구구조 변화에 따라 청년농업인의 유입 확대를 위하여, 4-H 활동 지원에 대한 요구도를 분석하여 4-H 활동 지원의 우선순위를 도출하는 데 있었다. 이를 위해 관련 선행연구 및 국내·외 청년농업인 기관 벤치마킹 분석을 통해 4-H 활동 5대 영역별 21개의 세부과제(안)을 도출하고, 청년농업인 144명을 대상으로 4-H 활동 지원에 대한 요구도 조사를 실시하였다. 설문에 응답한 청년농업인 전체와 청년농업인 특성(영농 유형, 영농 기간)별로 t-검정, Borich 요구도, The Locus for Focus Model 분석을 실시하여, 우선순위가 높은 4-H 활동을 도출하였다. 분석결과, 첫째, 청년농업인 4-H 활동 지원에 있어 5개의 지원영역 중 4개 영역이 우선순위에 해당하는 것으로 나타났으며, 특히 4. 법 및 제도적 기반 확립 영역에 해당하는 세부 과제 4개가 모두 상위 5위에 해당하는 것으로 나타났다. 둘째, 영농 유형별로 보면, 승계농은 1-4. 청년농업인 미래농업 아카데미 프로그램 개발 확대(5순위)로 나타난 것과 달리, 비승계농의 경우 1-4는 우선순위에 포함되지 않았다. 셋째, 영농 기간별로는 시작기인 경우 1. 영농 활동 지원 영역 중 4개 과제(1-1~4)가 우선순위에 포함된 반면, 정착기의 경우 1개 과제만(1-2)만 우선순위로 나타났으며, 2. 인적 네크워크 형성 및 지원 영역의 경우 시작기는 1개 과제만(2-4)만 우선순위로 나타난 반면 정착기는 3개 과제(2-1, 2, 4)로 나타나 우선순위에 차이를 보였다. 이러한 연구결과를 바탕으로 4-H회는 최우선적으로 4-H 활동이 청년농업인 활동 지원을 위한 법적 기반 및 제도 마련과 영농 유형 및 영농 기간별 청년농업인 요구에 따른 맞춤형 지원 전략을 수립할 필요가 있음을 제언하였다.

영문 초록

The purpose of this study was to deduce the priority of 4-H activity support by analyzing the demand for 4-H activity support in order to expand the inflow of young farmers according to changes in the farmhouse demographic structure such as population decline and aging. To this end, 21 detailed tasks (drafts) for each of the 5 areas of 4-H activity were derived through related prior research and domestic and foreign youth farmer institutional benchmarking analysis, and the demand for 4-H activity support was surveyed among 144 young farmers. was carried out. The t-test, Borich's needs, and The Locus for Focus Model were analyzed for all young farmers who responded to the questionnaire and for each characteristic (farming type, farming period) of young farmers, and 4-H activities with high priority were derived.
