국문 초록

본 연구는 이행노동시장이론의 관점을 바탕으로 2010년∼2019년 한국복지패널자료(KoWePS)를 이용해 임금근로자의 노동시장 이동 및 결정요인을 살펴보았다. 이를 위하여 임금근로자를 주된 경제활동 상태 및 시간당 임금 중위수준에 따라 세 집단으로 분류하고 전이확률모델과 혼합효과모형을 활용한 순서형 패널로짓모형을 실시하였다. 분석 결과, 근로자가 기존 노동시장을 유지할 확률이 높았으나, 다른 노동시장의 이동 또한 발생하였다. 이에 대한 결정요인으로 여성, 고연령, 저학력, 무배우자, 유장애, 판매 및 서비스업, 농·어업, 기능 및 장치·기계 조작직, 단순노무직인 자가 노동시장을 하향 이동할 가능성이 높았다. 더하여 노동조합 미가입자, 직업훈련, 취업상담·알선 경험자, 근로장려금을 수급받은 자, 공적 연금·고용보험에 가입하지 않은 자가 노동시장을 하향 이동할 가능성이 높았다. 이를 바탕으로 본 연구는 근로자의 노동시장 상향 이동을 도모하기 위한 정책적 방향성을 제시하였다.

영문 초록

This research aims to confirm whether wage workers in Korea transit labor market and to analyze the determinants based on the perspective of Transition Labor Market. For this, we divided the labor market into three groups based on employment status and wage. A longitudinal study was carried out on the Korea Welfare Panel Study. We used the transition probability model and the ordered logit model with mixed effects to analyze the probability of wage worker’s labor market transitions and to find the determinants. As a result of the analysis, first of all, although wage workers were more likely to remain in their initial group, it is evident that the transitions to other groups also occurred. The results showed that the overall transition rates are consistent throughout the years. Second, the variables as gender, age, education level, marital status, disability, type of occupation have a significant impact to transit labor market. Third, labor union membership, job training and counseling experience, public pension membership and employment insurance membership have significance impact with regard to upward transitions. Based on these, this study suggests the policy directions to promote the upward transitions of wage workers in the labor market.
