박물관 기탁제도 규정 개선을 통한자료의 증진과 활용 방향 모색

국문 초록

기탁은 박물관 자료 수집 방법의 하나로 구입과는 달리 별도의 비용지출 없이 박물관 자료를 증진할 수 있으면서도 기증과는 달리 기탁자에게 소유권을 그대로 둔 채 수탁자가 기탁품을 보관․관리해주고, 연구․활용할 수 있다. 기탁을 통해 기탁자는 문화재 보존 및 관리 부담이 완화되며, 기탁을 통해 보관되는 박물관 자료는 누구나 감상할 수 있는 기회가 된다. 기탁이 보다 활발하게 이루어지기 위해서는 기탁제도에 대한 근본적인 점검이 필요하다. 기존의 연구는 박물관의 수집정책, 소장품 관리에 대한 연구가 주를 이루고 있으며 현재까지 기탁에 관한 기존 연구는 1편뿐이고, 연구가 발표된 이후 국립중앙박물관 소장품 관리 규정은 수차례 개정되어왔기에 현시점에서 기탁제도 활성화 방안 연구에 보완이 필요하다고 본다. 박물관 및 미술관 진흥법에는 기탁에 관한 규정이 존재하지 않기에 국립중앙박물관 예규편람 등 각 기관의 규정에 명시되어 있는 기탁제도를 살펴보았다. 그리고 국내외 박물관 및 미술관 등 여러 기관에서 시행하고 있는 기탁제도를 비교․분석하여 우리나라의 기탁제도 규정과 실제 운용에서의 보완점을 모색하여 규정적인 측면과 서식적인 측면으로 방안을 제시하였다.

영문 초록

Depositing is one of the methods of collecting museum materials. Unlike purchase, it is possible to obtain museum materials without incurring additional expenses. depositor is relieved of the burden of preserving and managing cultural assets through the deposit, and the museum materials stored through the deposit become an opportunity for anyone to appreciate. In order for deposit to be made more actively, a fundamental overhaul of the deposit system is required. Existing research mainly focuses on museum collection policy and collection management. So far, there has been only one existing research on deposit. I believe that supplementation is necessary in the study of ways to activate the deposit system. Since there are no regulations on deposits in the Museum and Art Gallery Promotion Act, we examined the deposit system specified in the regulations of each institution, such as the National Museum of Korea Guidelines. In addition, by comparing and analyzing the deposit system implemented by various institutions such as domestic and foreign museums and art galleries, we sought supplementary points in Korea's deposit system regulations and actual operation, and suggested measures in terms of regulations and format.
