국문 초록

본 연구는 산업표준심의회에 플랫폼(platform) 개념을 적용하여 내·외부 표준 참여자 간의 역동성을 규명함으로써 표준정책을 설명하는 이론의 다양성을 확보하고, 실천적으로 산업표준심의회의 개선을 위한 방향성을 제시하고자 하였다. 이를 위해 표준전문가를 대상으로 표적집단면접법(FGI)를 수행한 결과와 시사점은 다음과 같다. 첫째, 법적 기관인 산업표준심의회의 신축적 운영에는 어려움이 있어 독립성과 민간부문의 자율성과 유연성을 확보할 수 있는 조직 개편방안이 필요하다. 둘째, AI, 메타버스 등 새로운 분야의 표준과정에서 발생하는 갈등의해결기제로 산업표준심의회 운영관리조직 설치가 이루어져야 한다. 셋째, 산업표준심의회의 표준 제·개정 절차에다양한 이해관계자가 참여할 수 있는 방안을 마련하여야 한다. 넷째, 정부부처, COSD, 기술심의회 및 전문위원회로 구성된 표준공동체의 활성화를 위해 표준전문가 네트워크의 범위와 강도를 확대되어야 한다. 다섯째, 표준제·개정 참여자들의 산업표준심의회를 관통하는 표준윤리와 행동규범을 제정하고, 이해충돌이 발생하지 않도록하는 절차적 합리성 확보방안을 수립할 필요성이 있다.

영문 초록

This study aims to secure a diversity of theories about standard policy to identify the dynamics between internal and external participants by applying a platform perspective to the Korean Industrial Standards Council. In doing so, this study attempts to suggest a direction that practically improves the Council. To accomplish it, I conducted a focus group interview(FGI) with experts engaging in standard policy/industries and the policy implications are as follows; First, as the Korean Industrial Standards Council is a law-based institution so it has difficulties in flexible operation. Thus, a plan to reorganize the Council is necessary for its independence and autonomy in the private sector to secure its flexibility. Second, an independent management organization should be established for resolving conflicts that occur during standardization processes in newly emerging fields such as AI and metaverse. Third, it is essential to establish a procedure allowing various stakeholders to participate in the standardization processes of the Korean Industrial Standards Council. Fourth, it is necessary to expand the scope and strength of the standard community network composed of government departments, COSD, technology councils, and expert committees. Last but not least, there is need to set up standard ethics and a code of conduct for participants in the Korean Industrial Standards Council to enact and revise standards, and, in addition, procedural rationality avoiding interest conflicts needs to be set up as well.
