고엽제 검진 개선방안에 관한 연구

국문 초록

본 연구는 고엽제 검진 현황을 파악하고 고엽제 환자의 검진 관련 민원사항을 분석함으로써, 고엽제 검진 개선방안을 마련하고자 수행되었다. 연구목적을 달성하고자 고엽제 관련 문헌고찰, 고엽제 환자 질병양상과 검진만족도 분석을 위한 통계분석을 수행하였다. 또한, 고엽제 검진 관계자들과의 전화 인터뷰를 수행함으로써 실질적인 고엽제 검진 관련 개선방안을 마련하고자 하였다. 본 연구의 주요 결과는 다음과 같다. 고엽제 검진과 관련하여 주로 제기된 민원사항은 검진에서 판정까지 소요되는 오랜 대기시간, 등급에 대한 불만, 검진의 신뢰성 요구였다. 본 민원제기에대한 개선방안으로 본 연구에서는 첫째, 고엽제 검진과 진료업무의 이원화 및 검진센터의 설립, 둘째, 국립대병원 및 지방의료원을 활용한 검진 및 보훈병원의 판정 전담, 셋째, 보훈병원과 지방보훈청 간의 전산시스템 연동 및 자료입력 및 업로드에 대한 접근권한 확대, 넷째, 장비와 인력의보강, 다섯째, 고엽제 검진기준 정비 등을 제안하였다. 본 연구는 고엽제 환자의 검진 만족 제고와 함께 의료복지의 증진을 위한 기초자료를 제공한의의가 있다. 향후 고엽제 환자를 위한 지속적인 의료복지 지원을 위해 국가적인 이해와 관심이증대되기를 기대하며, 거버넌스의 강한 의지가 중요함을 강조하는 바이다.

영문 초록

This study is conducted to suggest an improvement plan for Agent Orange health examination by identifying the current status of Agent Orange health examination and analyzing complaints related to the examination of Agent Orange Victims. In order to achieve research objectives, we reviewed literature related to Agent Orange, and analyzed the disease patterns and examination satisfaction of Agent Orange patients. Also, we carried out telephone interviews with people in charge of Agent Orange health examination to come up with a practical improvement plan for defoliant screening. The main results of this study are as follows. The main complaints raised in relation to Agent Orange health examination are the long waiting time from examination to determination, dissatisfaction with the grade, and the request for reliability of examination. The suggestions for improvement of this study for these complaints are as follows. First, dualization of Agent Orang health examination and treatment, and establishment of examination center, Second, examination using national university hospitals and provincial medical centers, and veterans hospital’s full charge of dedication, third, interlocking computer systems between veterans hospitals and local veterans’ offices, and expanding access to data input and uploading, fourth, reinforcement of equipment and manpower, fifth, maintenance of Agent Orange health screening standards. This study is meaningful in that it provides basic data for improving medical welfare as well as enhancing the examination satisfaction of Agent Orange patients. It is expected that national understanding and interest will increase for continuous medical welfare support for Agent Orange victims in the future, and we emphasize the importance of strong governance.
