보훈 의료지원 및 의료시설 활성화 방안

국문 초록

본 연구의 목적은 경기 북부지역의 지역성 특성을 반영한 보훈대상자의 특성과 의료시설을 살펴보고 보훈 의료지원과 의료시설 활성화 방안을 제안하고자 수행된 연구이다. 보훈대상자의 노령화가 가속화되고, 특히 지역적 특성으로 인한 낙후된 경기기 북부지역에 보훈 의료기관의 설립 또는보훈 위탁병원 지정이 절실히 필요한 것으로 파악되었다. 연구결과를 통하여 다음과 같은 제언을제시하고자 한다. 첫째, 2022년 8월 기준 보훈대상자의 평균 연령이 71.2세로 고령화가 가속화되고 있다. 특히, 국가유공자 중 독립유공자 본인이 93세로 가장 높았다. 따라서 보훈대상자의 노령화 가속에 따른 보훈대상자의 수요에 맞춘 의료시설 확보와 의료지원 필요하다. 둘째, 경기 북부지역은 북한지역과 경계에 있는 군 접경지역으로 지역적 낙후와 의료시설의 취약으로 문화적, 경제적, 의료적 낙후에 대비한 의료시설과 의료지원 확보가 절실하다. 셋째, 경기 남부와 비교하면 경기 북부는 지역낙후도와 재정자립도가 매우 낮으므로 경기 북부권 보훈대상자를 위한 의료 인프라구축이 필요하다. 따라서 경기 북부권에 보훈병원을 추가로 설립하기보다는 공공성을 강화하고 지방보훈병원의 임무를 수행할 수 있는 민간종합병원을 위탁병원으로 지정하는 것이 타당할 것으로생각된다.

영문 초록

The purpose of this study is to examine the characteristics of veterans and medical facilities that reflect the regional characteristics of the northern Gyeonggi region, and to propose a plan to support veterans' medical support and revitalize medical facilities. It was identified that the establishment of a veterans medical institution or designation of a veterans entrusted hospital is urgently needed, especially in the northern region of Gyeonggi Province, which is underdeveloped due to the accelerating aging of veterans. Based on the research results, I would like to suggest the following suggestions. First, as of August 2022, the average age of veterans was 71.2 years old, accelerating aging. In particular, among those of national merit, the person of independence was the highest at the age of 93. Therefore, it is necessary to secure medical facilities and provide medical support to meet the needs of veterans due to the accelerated aging of veterans. Second, the northern region of Gyeonggi Province is a military border region on the border with North Korea, and it is urgent to secure medical facilities and medical support in preparation for cultural, economic and medical backwardness due to regional backwardness and weak medical facilities. Third, compared to southern Gyeonggi, northern Gyeonggi Province has a very low regional backwardness and financial independence, so it is necessary to build a medical infrastructure for veterans in the northern Gyeonggi region. Therefore, rather than additionally establishing a veterans hospital in the northern part of Gyeonggi Province, it would be reasonable to designate a general hospital that can perform the duties of a local veterans hospital as a consignment hospital by a private hospital with enhanced publicity.
