국문 초록

2000년 10월 UN 안전보장이사회가 「여성, 평화와 안보에 관한 UN 안보리 결의안 1325호」 를 만장일치로 채택한 이후 군 내 양성평등과 여성의 권익 증진은 국제적 추세가 되었다. 대한민국도 2014년부터 안보리 결의안 1325호를 이행하기 위한 국가행동계획을 수립하여 시행 중에 있다. 하지만, 여전히 군에서 여성이 차지하는 비중은 낮은편이며, 여러 정책적, 제도적 노력에도 불구하고 군 성범죄 또한 증가 추세에 있다. 이에 본 연구는 군 양성평등 증진의 중요성을 살펴보고, 우리 군이 양성평등 증진을 위해 나아가야 할 방향을 제시하고자 하였다. 최종상태를 양성평등이 구현된 선진 국방으로 설정하고 국방서비스 제공 측면과 국방조직 관리 및 운영 측면으로 구체화하여 제시하였다. 정책 목표를 달성하기 위한 주요 정책대안으로 양성평등을 위한 리더십 강화, 양성평등을 위한 법적·제도적 장치 마련, 여군 비율 확대 및 경력관리 개선, 양성평등 수준에 대한 지속적인 모니터링, 군사작전에서의 성인지 관점 통합 등을 제시하였다.

영문 초록

Since UN SC Resolution 1325 “Women, Peace and Security” was unanimously passed in October 2000, promoting gender equality and women's rights in the military has become a dominating trend across the world. South Korea Government has been implementing the National Action Plan for the UN Resolution 1325 since 2014. Nevertheless, the proportion of women in the military personnel is still very low and despite numerous relevant policies, the number of sexual harassment is increasing. This study strives to examine the importance of gender equality in the military and to present constructive recommendations for promoting gender equality in the military. This study set the goal of the advanced military organizations with a high level of gender equality in terms of delivery of defense service and operation of defense organizations. The major defense policies to achieve the goal include strengthening leadership for gender equality, creating legal and institutional mechanisms for gender equality, expanding the proportion of female soldiers and improving their career path in the military, continuous monitoring of gender equality, and integration of gender perspectives in military operations.
