유치원 교사학습공동체 정책 실태 및 동향 분석: 시⋅도교육청의 유아교육 주요업무계획을 중심으로

국문 초록

최근 교사 전문성 향상을 위한 방안으로 학습공동체 운영이 강조되면서 시⋅도교육청에서는 관련 정책들을 추진하고 있다. 본 연구는 시⋅도교육청에서 추진하고 있는 유치원 교사를 대상으로 하는 학습공동체 정책 동향과 그 특징을 분석하고 시사점을 도출하는 데 목적이 있다. 이를 위해 ‘학습공동체’ 와 ‘전문적학습공동체’ 등 유사 개념으로 사용되고 있는 용어를 주제어로 설정하고, 유치원 교사학습공동체 정책이 시행된 2015년부터 2022년 현재까지 17개 시⋅도교육청의 유아교육 주요업무계획 136권의 내용을 분석하였다. 연구 결과는 다음과 같다. 첫째, 전국 17개 시⋅도교육청의 유치원 교사학습공동체 정책은 꾸준히 확산되어 왔으며, 2022년 현재 모든 시⋅도교육청에서 관련 정책이 운영되고 있었다. 둘째, 17개 시⋅도교육청에서 운영되는 유치원 교사학습공동체 정책은 교육청별로 다양한 정책사업이 이루어지고 있었다. 분석결과를 통해 도출된 논의는 다음과 같다. 17개 시⋅도교육청을 중심으로 다양한 유치원 교사학습공동체가 운영되고 있고, 여러 시⋅도교육청에서 소규모 유치원 간 학교밖 교사학습공동체가 운영되고 있다. 유치원 교사학습공동체 정책의 목표는 교사 자율 역량 강화 및 교원 전문성 향상과 민주적인 유치원 운영에 있다. 이상의 논의를 바탕으로 유치원 교사학습공동체의 정책 운영은 교사 교육의 방향을 교사 학습에 대한 공동체적 접근으로 바꾸었으며, 교사를 위한 새로운 배움의 문화가 형성되고 있음을 확인할 수 있었다. 유치원 교사학습공동체를 활성화하기 위해 각 시⋅도교육청은 교사가 함께 주도적으로 더 많은 참여를 할 수 있는 정책적인 기반을 제공해야 한다는 시사점을 제공하였다.

영문 초록

Recently, as the operation of the learning community has been emphasized as a way to improve teacher expertise, the metropolitan and provincial education offices are promoting related policies. The purpose of this study is to analyze the process of changing the learning community policy for kindergarten teachers promoted by the metropolitan and provincial offices of education and to derive implications. To this end, terms used as similar concepts such as “learning community” and “professional learning community” were set as keywords, and 136 major work plans for early childhood education of 17 municipal and provincial education offices were analyzed from 2015 to 2022. The results of the study are as follows. First, the kindergarten teacher learning community policy of 17 metropolitan and provincial education offices nationwide has been steadily spreading, and as of 2022, related policies were in operation at all metropolitan and provincial education offices. Second, the kindergarten teacher learning community policy operated by 17 metropolitan and provincial education offices had various policy projects for each education office. The discussions derived through the analysis results are as follows. Various kindergarten teacher learning communities are operated around 17 metropolitan and provincial offices of education, and various metropolitan and provincial offices of education are operated around professional learning communities between small kindergartens. The goal of the kindergarten teacher learning community policy is to strengthen teacher autonomy, improve teacher expertise, and operate democratic kindergartens. Based on the above discussion, it was confirmed that the policy operation of the kindergarten teacher learning community changed the direction of teacher education to a community approach to teacher learning, and a new culture of learning for teachers was being formed. In order to revitalize the kindergarten teacher learning community, each metropolitan and provincial education offices provided implications that they should provide a policy basis for teachers to take the lead and participate more.
