국문 초록

이 연구는 코로나19 이후 사교육과 방과후학교 참여 양상의 변화를 사교육비 지출에 영향을 미치는 요인의 변화에 초점을 두고 분석하고자 하였다. 이를 위해서 통계청 초·중·고 사교육비 조사 데이터를 활용하여 2019년과 2020년의 사교육 및 방과후학교 활동을 비교하였다. 분석 결과, 방과후학교는 참여율과 비용 면에서 2019년에 비해 2020년 큰 폭으로 감소하였지만, 사교육은 감소하기는 했으나 곧바로 예전 수준을 회복한 것으로 나타났다. 오히려 사교육 참여 학생들의 1인당 지출 비용은 증가하는 경향을 보였다. 사교육비에 대한 영향 요인 분석에서는 방과후학교 참여 학생이 참여하지 않는 학생보다 사교육비 수준이 낮은 것으로 나타났다. 다만, 방과후학교 참여 학생들에 한정할 경우 방과후학교 비용과 사교육비는 동시에 증가하는 경향도 있었다. 코로나19 이후에는 사교육비에 대한 가구 소득의 영향력이 좀 더 증가하였고, 방과후학교 비용과 사교육비의 동시 증가 현상이 감소하는 것으로 나타났다. 이는 코로나19 확산으로 방과후학교가 운영되지 않았기 때문에 사교육 참여만 이루어지게 된 상황을 반영한 것으로 볼 수 있다. 이런 결과는 코로나19 이후 방과후학교의 기능이 약화되고 사교육을 통한 교육격차 가능성이 증가하였다는 것을 함의한다. 이런 점에 기초하여 앞으로 코로나19로 인한 영향을 극복하는 과정에 대한 시사점을 방과후학교 운영과 관련하여 논의하였다.

영문 초록

This study has analyzed changes in private education and after-school participation after COVID-19, focusing on the changes of factors affecting private education expenditure. For this purpose, this study tried to compare the private education and after-school activities in 2019 and 2020 using the data of private education cost survey data of Korean Statistics Office. It was found that the participation of after-school schools decreased significantly in 2020 compared to 2019, but private tutoring decreased and soon recovered to the previous level. The per capita expenditures of private education tended to increase. In the analysis of factors affecting private education expenses, it was found that the private education expenses of after-school participants was lower than non-participants. However, there is a tendency that after-school and private education expenses increase at the same time. After COVID-19, the influence of income on private education expenses increased, and the simultaneous increase of after-school expenses and private education expenses decreased. This result is to reflect the situation in which after-school schools were not operated due to the spread of COVID-19, but participation in private education was possible. These results imply that the function of after-school schools has weakened and the possibility of educational gaps through private tutoring has increased after COVID-19. Based on these findings, the implications were discussed to overcome the impact of COVID-19 in relation to the after-school program operation.
