국문 초록

본 연구는 스포츠-메타버스 기술의 효과적 융합을 위해 국내외 메타버스 정책을 살펴보고, 스포츠 영역의 메타버스 활용 과정에서 필요한 현안을 살펴보고 정책방안을 제시하였다. 대부분의 국내외 메타버스 정책은 지원사업의 규모를 전시적으로 표현함과 동시에 거시적으로 피상적인 정책내용을 제시하는 양상을 보이고 있다. 그럼에도 지역균형 발전, 메타버스 얼라이언스와 같은 공동의 발전 정책은 스포츠분야에서도 충분이 수용할 가치가 있을 것으로 판단되었다. 중요한 것은 메타버스에서의 스포츠가 보여줄 수 있는 여러 가능성들을 인지하고 경제적으로 가치있으며, 다수의 이용자들에게 만족감을 제공해야 한다는 것이다. 또한, 문제의 소지가 있는 요소들에 대한 극복과 함께 안전하게 운영될 수 있는 기반을 마련할 필요가 있다. 특히, 정보화 사회 이후 지속되고 있는 사생활 침해와 인신공격, 폭력과 같은 인권침해 문제는 메타버스라는 환경에서 더욱 부각될 수 있는 문제로써 원천 차단할 수 있는 정책적 기반이 마련되어야 할 것이다. 또한, 스포츠 재화의 온·오프라인 연동과 접점 과정에서 수용될 수 있는 재화적 가치에 대한 함의가 이루어져야 할 것이며, 이 또한 정책적 가이드라인이 마련되어야 할 것이다. 전술한 일례와 같이 예측 가능한 불안요소를 차단하고 안전한 환경에서 새로운 스포츠산업, 건강을 영위할 수 있는 행위가 메타버스 내에서 실현될 수 있다. 이 과정에서 거시적 정책 아래 면밀하고 미시적인 실천방안 및 계획수립이 선행되어야 할 것이다.

영문 초록

This study examines domestic and foreign metaverse policies for the effective convergence of sports-metaverse technology, examines necessary issues in the process of metaverse utilization in sports, and suggests policy measures. Most of the domestic and foreign metaverse policies exhibit the scale of support projects and present macroscopically superficial policy contents. Nevertheless, it was judged that the joint development policies such as regional balanced development and the Metaverse Alliance would be sufficiently acceptable in the sports field. The important thing is to recognize the various possibilities that sports in the metaverse can show, to be economically valuable, and to provide satisfaction to a large number of users. In addition, it is necessary to prepare a foundation for safe operation along with overcoming problematic factors. In particular, the problems of human rights violations such as invasion of privacy, personal attacks, and violence that have continued since the information society have become more prominent in the metaverse environment, and a policy foundation must be prepared to block them at the source. In addition, the implications of the goods value that can be accepted in the on-offline linkage and contact process of sports goods should be made, and policy guidelines should also be prepared. As in the above example, actions that can block predictable anxiety factors and lead a new sports industry and health in a safe environment can be realized within the metaverse. In this process, meticulous and micro-practical measures and plans should be established under macro-policy.
