국문 초록

본 연구의 목적은 정부청사 및 국가중요시설에 대한 테러 및 외부 위협이 증가하는 가운데 국가 방호직렬 공무원의 직무에 관한 사회적 인식을 분석하여 그 시사점을 제시하는 데 있다. 이를 위해 최근 3년(2018년 1월 1일 ~ 2021년 12월 31일)간사회적 인식을 파악할 수 있는 대표적 포털들의 빅데이터를 수집하여 키워드 및 군집분석 실시하고 총 100명을 대상으로 설문조사를 실시하였다. 연구 결과 국가 방호직렬 공무원의 직무에 관한 국민들의 사회적 인식은 인지도, 친숙도, 업무이해도 면에서 인식 수준이 저조하였으며 직렬공무원의 분류와 명칭도직무의 정체성과 큰 차이를 보였다. 향후 국가 방호직렬 공무원은 ‘보안관리’로의 직렬 명칭 변경과 직무 범위를 확대하고 공직분류체계상의 개선이 요구되었다. 본 연구는 국가 방호직렬 공무원의 직무에 관한 사회적 인식에 대한 실증적인 분석을 통해 직무에 부합한 보안 역량 강화를 위한 국가 방호직렬 공무원의 공직분류체계상의 발전 방향을 제시하는데 의의가 있다. 이 같은 연구 결과가 국가 방호직렬공무원의 직무 발전과 관련 정책적 논의에 기초자료로 활용되기를 기대한다.

영문 초록

In the midst of increasing risks of terrorist attacks and other damages on government buildings and other important national facilities, the aim of this study is to analyze social perception on national security officers, and offer some suggestions. To achieve the research aim, this study collected big data on national security officers for three years (from January 1, 2018 to December 31, 2021) from big portal sites in Korea, did key word analysis and cluster analysis, and conducted a survey to 100 persons. From the data analysis it was found that social awareness on national security officers among ordinary people was low, in terms of the levels of recognition, familiarity, and understanding of the job. There were also big differences between what people knew about classification and title of national security officers and real classification and title of them. In the future, it is necessary to change the title of the job into ‘security manager’, expand the scope of their work, and improve their placement in the classification system of public officials. This study is meaningful in the sense that, by empirically analyzing social awareness on the job of national security officers, it suggested a way on how to improve the placement of those officers in the classification system of public officials in order to strengthen their roles in public security. It is expected that the findings of this study will serve as basic sources in policy discussions related with the development of the job of national security officers.
