장애 발생 전후의 빈곤 궤적과 예측 요인

국문 초록

이 연구는 장애인이 장애 발생 전후 생애 기간 동안 경험하는 빈곤화의 경로를 탐색하고 장애발생자의 서로 다른 빈곤화 경로를 설명할 수 있는 제 요인을 실증하고자 수행되었다. 분석에 활용한 자료는 한국복지패널 1~15차 개인 및 가구 결합자료이며, 직전 2개 시점에서는 비장애였다가 장애로 이행한 경우를 장애 발생으로 측정하여 장애발생자를 분석 대상으로 설정하였다. 집단중심궤적분석을 이용하여 빈곤여부와 빈곤심도로 측정한 빈곤의 궤적을 장애 발생 시점을 중심으로 도출하고, 다항로짓회귀모형을 이용하여 각 궤적 집단의 소속을 장애발생자 개인의 인구사회적 속성, 가구 속성, 가구 공‧사적이전소득, 고용지위, 의료비 지출 및 만성질환 이환으로써 설명하였다. 분석 결과, 장애 발생 전후 기간 동안 열악한 빈곤 궤적의 소속은 가구 규모와 경제활동 가구원의 비율, 평균 공‧사적이전소득 등의 요인들이 예측하였다. 결과를 바탕으로 장애인 및 장애인이 속한 가구의 경제활동을 담보할 수 있는 돌봄 지원, 그리고 장애인 대상 소득보장제도의 포괄성과 충분성 제고를 위한 제언을 하였다.

영문 초록

This study aims to characterize poverty trajectories in the year before and after the onset of disability among persons with disabilities and to identify predictors for membership of the trajectory groups. I defined disability onset to have occurred if an individual was not disabled for at least two consecutive annual interviews and then reported disability at the next two(one) interviews from the 1th~15th waves of the Korea Welfare Panel Study(KOWEPS). A group-based trajectory model was used to identify the trajectory of poverty probability and poverty depth based on disposable income before and after the onset of disability. The subsamples of trajectory analysis were 680 persons with the onset of legally-registered disability and 1,659 persons with the onset of work disability. The poverty trajectories of those who experienced the onset of disability were characterized by several different groups. Overall, the trajectories of poverty were identified: non-poverty, chronic poverty, increasing poverty probability/gap, and decreasing poverty probability/gap. Multinomial logit analysis indicated private and public transfer income, number of household members, and the number of employed household members were significant determinants of poverty trajectories. I provided policy discussions of the needs to support employment retention of the person with disabilities and their household members after the onset of disability and to be secured adequacy of categorical assistance benefits for persons with disabilities.
