지적장애인 실종실태에 관한 탐색적 연구

국문 초록

지적장애인의 실종 예방을 위한 현실적이고 효과적인 정책적·실천적 노력을 위해서는 지적장애인 실종과 관련한 다각적이고 구체적인 탐색과 이해가 선행되어야 한다. 이를 위해 본 연구에서는 세 가지 분석을 실시하였다. 첫째, 경찰청 프로파일링 데이터를 분석하여 지적장애인 실종에 대한 전반적인 실태를 확인하였다. 둘째, 가족의 실종을 경험한 지적장애인 보호자들과의 초점집단면접(FGI)을 통해 지적장애인 가족들의 실종에 대한 경험과 욕구를 조사하였다. 셋째, 지적장애인 실종 예방과 찾기 등 실종업무를 수행하는 경찰들을 대상으로 한 면접을 통해 현재 경찰들이 경험하는 지적장애인 실종업무의 현황과 문제점을 파악하고자 하였다. 분석에 따르면 지적장애인은 실종 후 미발견되는 비율이 비장애 18세 미만인 아동보다 높았으며, 성인 지적장애인의 실종신고 건수가 많았다. 실종 지적장애인 보호자의 면접결과 15개의 소주제, 6개의 중주제, 3개의 대주제가 도출되었다. 지적장애인의 상황과 지원의 부족, 경찰과 가정에서의 찾기 노력, 예방 교육, 기기의 활용 등에 대한 논의가 이루어졌다. 실종전담팀 경찰관과의 면접에서는 지적장애인 찾기과정의 어려움 및 가정에 대한 요구사항 등에 관해 이야기가 진행되었다. 이러한 결과를 바탕으로 지적장애인의 실종 예방과 찾기과정을 위해 일상생활에서 흔적 남기기, 실종전담기관의 지적장애인 민감성 증진, 과학기술의 활용 등의 제언이 이루어졌다.

영문 초록

In this study, three analyses were conducted. First, the overall status of the missing people with an intellectual disabilities was confirmed by analyzing profiling data of the National Police Agency. Second, this study examined the experience of parents of children with the intellectual disability, who reported missing of their children through the FGI. Third, through interviews with police officers who are in charge of missing person, we tried to understand the current status and problems of missing person with an intellectual disabilities. The main result was that the rate of people with intellectual disabilities not found after missing was higher than that of children under the age of 18 with non-disabilities. In addition, the number of reports of missing of adults with intellectual disabilities was relatively high. As a result of the interview of the parents of the missing disabled, 15 sub-theme, 6 mid-theme, and 3 major-theme were derived. Discussions were made on the lack of support for people with intellectual disability, efforts of police and families to find missing persons with intellectual disabilities, preventive education, and the use of devices etc. In an interview with a police officer, the difficulties in the process of finding people with intellectual disability and things to do at home were discussed. Based on these results, practical suggestions were made, such as leaving a mark wherever people with intellectual disabilities go, enhancing the sensitivity to the characteristics of disabilities in the situation of missing. and utilizing scientific technology to prevent and find missing people with intellectual disabilities etc. The results and suggestions of this study can be used as basic data for revising the law and developing policies and programs related to the missing people with an intellectual disability.
