한국의 다문화가정자녀의 학교부적응 및 폭력문제 해결방안에 일본의 다문화정책 적용에 관한 연구

국문 초록

우리나라는 1980년대 농촌총각 장가보내기 사업으로 국제결혼이 시작되었고 최근 10여년간은 외국인 근로자와 국제결혼을 통해 인구유입이 계속되어 다문화가족이 증가하고 있다. 하지만 우리민족만의 단일민족성은 다문화사회에 많은 문제를 발생시키고 있다. 교육과학기술부 (2015년 4월)에 따르면 현재 우리나라초·중·고 다문화가정 학생수가 6만 7806명으로 향후 3년 이내에 10만명을 예상하고 있으나 다문화가정 자녀의 집단따돌림, 편견, 차별, 학교폭력은 자녀들의 성장과 함께 청소년문제로 확대되어 10년 후에는 심각한 사회문제가 될 것이다. 정부도 이 문제에 대한 심각성을 인식하여 2007년부터 다문화교육을 학교교육과정에서 실시하였고, 다문화가정 이주여성의 한국어 습득 및 한국생활 적응을 위해 노력하지만 많은 어려움이 있으며, 다문화가정이갖고 있는 특수한 성장배경은 학교부적응과 학교폭력에 많은 영향을 미치고 있다. 본 연구에서는 다문화가정 자녀의 사례연구를 조사하였고, 이를 통해 학교부적응과 학교폭력을 개인적 특성, 학교 및 사회적 편견에 따른 것으로 범주화하여 살펴보았다. 한국의 다문화정책은 지금까지 한국이 행한 다문화정책이나 교육과는 다른 새로운 정책을 요구하고 있다. 이에 우리와는 다른 다문화정책을 실시한 일본은 우리에게 새로운 방향을 제시해 줄 수 있을 것이다. 일본의 다문화정책은 다문화교육(다문화공생교육)을 중심으로 국가차원의 주요과제로 설정하고 2003년 전후로 새로운 국제이해를 위한 커뮤니케이션 능력을 높이기 위한 내용을 교육과정에 도입하였다. 다른 문화를 이해하는 문화이해교육과 인간교육의 필요성을 강조하였고, 이를 통해 학교폭력 및 이즈메, 자살, 집단따돌림의 심각한 사회문제를 해결하였다. 본 연구는 우리사회보다 앞서 다문화문제를 경험한 일본이 다문화정책을 통해 어떻게 해결했는지를 살펴보고 이를 한국의 다문화교육에 적용하여 다문화가정 자녀의 학생부적응 및 학교폭력문제에 대한 해결방안으로 제시하고자 한다.

영문 초록

South Korea is trying to immigrant women in multicultural families adapt to life in Korea and Korean acquire multicultural policy, but it is difficult. Meanwhile, research on social prejudice and discrimination multiculturalism policy was centered on the family relationships of immigrant women. Also ahead of us experience a multicultural society in Japan looked at how they solve problems through cultural policies. By applying Japan’s Multicultural attention to multicultural education in Korea proposes a solution to the problem of school violence and student maladjusted children of multicultural families
