국문 초록

본 연구의 목적은 그동안 연구되지 않았던 사회복지기관의 비윤리행위의 근본 원인을 유형별로 분석 찾아봄으로써 사회복지기관의 윤리경영을 활성화 대안을 마련하고자 함이다. 그동안 윤리경영을 강조하는 사회복지기관에서 윤리경영 연구는 아주 미미하였다. 그럼에도 불구하고 우리사회복지계는 끊임없이 클라이언트와 수혜자 등에게 해를 끼치는 비윤리적인 행위들이 잔존하고 있다. 본 연구는 1980년대 이후의 사회복지기관 내에서 자행되었던 비윤리 행위들을 대상으로 근본원인을 찾아보고자 하였다. 방법적으로 1980년도부터 2013년까지 언론에 보도되었던 사회복지기관의 비윤리 사건들을 찾아서 유형화하였고, 그 행위에 대한 원인들을 현장전문가의 심층인터뷰를 통해 찾으려고 하였다. 그 기준점으로는 보편화된 사회윤리, 복지윤리, 기업윤리 관점에서 원인을 분석하였다. 그동안 사회복지기관의 비윤리행위의 접근은 단순히 단선적인윤리의 틀에서 해석하였다면 이제는 다른 관점으로 해석을 해야 함을 알 수 있었다. 즉 사회윤리, 복지윤리, 기업윤리를 종합화하고 이를 통합적인 윤리관점에서 새롭게 접근하여 사회복지기관 윤리경영활성화를찾아야 함을 발견할 수 있었다. 이런 연구결과를 토대로 앞으로 사회복지기관의 비윤리행위를 다양한 관점에서 재해석하고 이를 기반으로 사회복지기관 윤리영영 활성화 방향을 새롭게 제언하였다.

영문 초록

The purpose of this exploratory study is proposing the alternatives to vitalize ethical management of social welfare organizations by analyzing the major cause of various unethical behaviors of social welfare organizations. Ethical management is an essential factor not only for profit-making organizations but for nonprofit organizations. Especially, ethical management is a fundamental principle for social welfare organizations. However, constant unethical behaviors have been extremely harmful to the organization’s reputation. But the researches on the ethical management of social welfare organizations are quite a few. For all that, there are still a lot of unethical behaviors of social welfare organizations in these days. The purpose of this exploratory study is to classify a type of unethical behaviors which are contrary to the realization of value for social welfare and help social welfare facilities vitalize ethical management by removing causes of unethical behaviors. so in this research the following subjects are set up: 1. What are the types of unethical behaviors at social welfare facilities; 2. What are the plans to vitalize ethical management at social welfare facilities? By using both content analysis of newspaper and in-depth interviews, the study presents the classifications of unethical behaviors that have happened since 1980s. Also, with three ethical fields - social ethics, business ethics, and social welfare ethics - this study also shows the classifications based on each ethical field and implications of ethical management in the field of social welfare.
