장애인 평생교육기관의 웹 접근성 실태 및 분석

국문 초록

본 연구는 국내 장애인 평생교육기관 웹 사이트 및 웹 서비스의 접근성 준수 실태를 분석한 후, 장애인 평생교육기관의 웹 사이트 및 웹 서비스 구축과 운영방안을 제안하는데 목적이 있다. 이를 위해, 국내외 웹 콘텐츠 접근성 지침 관련 선행연구를 분석 및 종합하고 장애인 온라인 정보 접근성 강화를 위한 시사점을 도출하였다. 또한 국내 평생교육 관련 20개 기관의 홈페이지 또는 웹서비스의 접근성 수준을 자동평가 한 후, 이 결과를 토대로 전문가 3인의 수동평가를 실시하여 웹 접근성 실효수준을 파악하였다. K-WAH를 활용한 자동평가 결과, 웹 사이트의 웹 접근성 준수율은 인식의 용이성이 가장 높았고, 운용의 용이성 및 이해의 용이성, 견고성 순으로 나타났다. OpenWax를 활용한 자동평가 결과, 오류 없이 검사항목 모두를 준수한 사이트는 20개 기관 중 3개에 불과하였다. 그 다음으로 WAVE를 이용한 자동평가 결과, 6곳에서만 오류 항목이 없는 것으로 나타났다. 자동평가 항목에 대한 심층적인 분석을 위해 수동평가를 실시한 결과, 웹 접근성 준수율이 전반적으로 저조한 것으로 밝혀졌다. 연구결과를 토대로 도출한 장애인 평생교육 사이트 구축 및 운영에의 시사점으로 장애유형 및 장애정도를 고려한 프로그램 개발, 보편적 설계를 고려한 콘텐츠 개발, 장애인과 비장애인의 One Web 원칙 등을 제시하였다.

영문 초록

The purpose of this study is to analyze the status of web accessibility of websites and web services at lifelong education institutions for the disabled in Korea, and propose strategic suggestions for the establishment and operation of web sites and web services for them. To this end, we analyzed and synthesized prior research related to the accessibility guidelines of domestic and international web contents, and derived implications for strengthening accessibility of online information for the disabled. In addition, after automatically evaluating the accessibility level of homepages or web services of 20 institutions related to lifelong education for the disabled in Korea, the effective level of web accessibility was identified by conducting manual evaluation by three experts based on this result. As a result of the automatic evaluation using K-WAH, the web accessibility compliance rate of the web site was the highest in recognition, followed by ease of operation, ease of understanding, and robustness. As a result of the automatic evaluation using OpenWax, only 3 out of 20 organizations complied with all inspection items without errors. Next, as a result of automatic evaluation using WAVE, it was found that there were no error items in only 6 places. As a result of conducting manual evaluation for an in-depth analysis of the automatic evaluation items, it was found that the web accessibility compliance rate was generally poor. As implications for the establishment and operation of lifelong education sites for the disabled derived from the research results, program development in consideration of the type of disability and degree of disability, content development in consideration of universal design, and One Web principles for the disabled and non-disabled were presented.
