국문 초록

코로나19 범유행으로 2020년 3월 세계보건기구(World Health Organization, WHO)는 팬데믹(Pandemic) 을 선언했다. 코로나19로 인한 공중 비상사태로 인해 여러 국가에서 바이러스 확산 방지를 위한 고강도 조치를취함에 따라 이벤트 및 전시산업계 또한 직격탄을 맞았다. 예정된 전시회에 대한 무기한 연기 및 잠정적 취소는심각한 고용 및 재정적 손실로 이어졌다. 전 세계 전시 컨벤션 및 이벤트 산업은 질병관리본부의 지침에 따라 감염병에 대응하기 위해 관계부처의 프로토콜과 방역지침을 준수하며 온라인 개최와 오프라인을 병합하는 하이브리드개최를 통해 전시회 정상화를 위해 노력하고 있지만 면대면이라는 전통적 가치를 지닌 전시산업계의 코로나19에대한 회복은 장시간이 소요될 것으로 보인다. 또한, 코로나19 이후에도 신종 감염병은 계속해서 출현할 것이며 인수공통감염병(Emerging Infectious disease, EID)과 매개감염병(vector-borne emerging infectious disease)의 출현 주기도 짧아질 것으로 예측된다(박은철, 2020). 이러한 상황에서 미래 감염병에 선제적 대응을 위한 전시사업자 방역정책기반 가이드라인 개발은 필수적이며 이러한 가이드라인 개발에는 포괄성과 전문성이 뒷받침되어야 한다. 이에 본 연구는 감염병 대유행 상황에서 세계 주요 국가 별 가이드라인 및 정책을 비교 분석하고 향후 전시회 개최를 위한 감염병 대응 표준가이드라인에 대한 중요성을 제언하고자 한다.

영문 초록

The World Health Organization(WHO) declared COVID-19 a pandemic in March. COVID-19 pandemic has had a major impact on event and exhibition industries as a number of nations have taken extreme steps to prevent the spread of the virus due to COVID-19 Public Health Emergency (PHE). The indefinite postponement and tentative cancellation of the scheduled events resulted in severe financial hardships and employment losses. The exhibition and event industry around the world have implemented a number of possible measures to combat the outbreak based on the different protocols and circumstances, such as hybrid or large-scale virtual events, in compliance with the guidelines of the Center for Disease Control and Prevention (CDC). However, recovery from Covid-19 will be a lengthy process, and face-to-face events are immensely valuable in the event and exhibition industries. In the aftermath of the pandemic, it is expected that the frequency of the Emerging Infectious Disease (EID) and vector-borne emerging infectious disease will increase. In this regard, it is critical to develop guidelines for the exhibition organizers to preemptively respond to the emerging infectious disease, and the development of these standards should be based on comprehensiveness and expertise. This article aims to review and identify how global exhibition industries coped with the pandemic and provide standardized guidelines tailored to the exhibitions and event industries.
