초등돌봄교실 운영 사례 분석을 통한 질제고 방안

국문 초록

본 연구는 초등돌봄교실 정책 추진 초기에 겪었던 시행착오적 현장의 문제점을 초등돌봄교실에서 근무중인 돌봄전담사의 사례를 통해 알아보고, 외국의 돌봄 정책과의 비교연구를 통해 우리나라의 실정에 맞는 초등돌봄정책 질 향상 방안을 탐색하는데 목적이 있다. 이를 위해 돌봄의 주요개념을 살펴보고 국내외 돌봄정책 관련 문헌을 탐색하였다. 또한 초등돌봄교실의 운영과 초등돌봄전담사의 자격과 역할 및 업무분석에 대한 사례연구를 운영측면, 교사측면, 개선측면 세 가지 측면으로 나누어 분석하였다. 연구결과 운영측면에서는 전일제전담사의 책임전담사제도 마련이 필요하며, 운영시간 준수에 따른 근무시간 통일이 필요하고, 학교 직영과 민간 시설의 구분과 협력이 필요함을 발견할 수 있었다. 초등돌봄교실의 교사 측면에서는 전담사의 역량강화가 필요하며, 전담사의 통일된 자격과정의 신설이 필요함을 발견할 수 있었다. 그밖에도 대체인력풀의 활성화 필요성과 정규교육과정과의 연계를 위한 전담사의 교내활동 참가 필요성을 발견할 수 있었다. 초등돌봄교실 개선 측면에서는 돌봄의 가치에 대한 인식의 중요성, 학부모 교육의 필요성, 초등돌봄교실 예산의 효율적 편성의 필요성 등을 발견할 수 있었다. 연구결과를 근거로 돌봄전담사에 대한 투자 확대의 필요성, 돌봄교실 운영 표준화 필요성, 질 개선을 위한 TF팀의 필요성, 초등돌봄교실의 초등돌봄센터로 승격화, 초등돌봄교실 근거법 마련 등에 대해 제언하였다.

영문 초록

The purpose of this study is to investigate the problems of trial and error in the early stage of the elementary care class policy by the cases of the care specialists who are working in the elementary care class, to compare them with the care policies of foreign countries, and to explore ways to improve it. We examine the main concepts of caring and study literatures on domestic and foreign caring policy. We analyze the case study on the elementary care class management and the qualification, role, and task of its specialists in three aspects. This study shows the needs of policy for the full-time specialists in full charge, of the unification of work hours by following the regulation of operating hours, and of separation and cooperation between school-managed facilities and private facilities. In the aspect of specialist development, we find out the necessity to strengthen the competence of specialists and to establish a unified specialist qualification course. In addition, we also find out the necessity of revitalization of the alternative labor pools and of specialists’ participating in school activities for the linkage with the regular curriculum. In the aspects of improvement of elementary care class, we find out the importance of awareness of the value of care. We find out the necessity of parent education and of efficient budget compilation of elementary care class. Our findings support the necessity to increase investment in care specialists, to make standard regulations of care class operation, and of task force(TF) team for quality improvement. The results also support promotion from elementary care class to elementary care center. And making applicable Acts were suggested.
