국문 초록

‘미디어 시대’라 불릴 만큼 디지털화되고 개별화되어진 미디어는 이미 우리 사회의 전반에 깊숙이 자리하고 있다. 이에 따라 우리를 비롯하여 세계 각국에서 미디어에 대한 교육적 접근을 위한 법적, 제도적 규정을 둘러싸고 벌어지는 담론투쟁 역시 매우 치열하다. 미디어 교육의 토대이면서 동시에 실천 동력이기도 한 이러한 법, 제도적 규정의 문제는 많은 경우 국가의 책임이자 권리이기 때문에 각 정부의 입장과 태도에 따라 그 중요성이 결정되기도 하고, 때로는 과도한 산업적 영향력 아래 놓여 여러 현실적 부침을 겪기도 한다. 본 연구에서는 미디어 교육의 선진국으로 오랫동안 인정받아 온 영국이 현재 처해있는 미디어 교육과 관련한 현실적 문제들을 특히 개념적 규정에서의 어려움과 미디어 교육의 쇠락을 중심으로 다룬다. 이와 함께 우리의 미디어 교육의 현황과 쟁점들이 소개된다. 이를 위한 연구방법은 문헌분석을 통한 사례연구이다. 결국 포괄적 관점에서 미디어 교육은 자국 정부의 주요 정책 변화에 의존적일 수밖에 없는 한계를 가진다. 하지만 우리는 미디어 교육에서 차별성을 기능적, 도구적 관점을 넘어선 사회통합적 결과물을 만들어내려는 시도와 디지털 시민성과 연계된 교육을 실시하는 데서 찾아야 한다. 미디어 교육의 핵심 방향은 개인적인 고유한 시민들의 미디어 능력을 개발하는 것에 정책적 역량을 동원하여 개인별 미디어, 디지털 능력 향상을 위한 목소리를 높이는데 있다.

영문 초록

Digitalised and personalised media permeate our everyday lives in the ‘media age.’ Accordingly, discourse disputes for educational approaches to media become very severe in a global scale, including South Korea. These matters of the legal understanding and definition of media education as a foundation and facilitator of it usually depend on each state, so the meaning of its importance is decided by respective authorities’ opinion and attitude as well as their industrial influences. This paper deals with the difficulties of conceptual defining of the real issues of media education in UK which has been long regarded as an advanced country of this area. And Korea’s cases related to above issues are also described. Furthermore, this approach broadly reveals the limitation of media education depending on their states’ major agendas and strategies. The research method is a literature review through case study. Throughout these, this research hopes to bring a relevant suggestion for urgent our media education which requires legal setting in these days. However, we could find meaningful differences in media education in an attempt to produce social integration outcomes beyond functional and instrumental perspectives as well as in conducting digital citizenship education here. The core direction of media education in South Korea is to raise voices for improving individual media and digital capability by mobilizing policies to develop every citizen’s own distinctiveness.
