독일의 농맹 교육 정책이 우리에게 주는 시사점

국문 초록

본 연구의 목적은 독일의 농맹 교육 정책을 살펴봄으로써 국내 농맹 교육의 발전 방향에 대한 기초자료를 얻고자 하는 데에 있다. 국내에서는 아직 농맹에 대한 법적 정의조차 마련되어 있지 않을 만큼, 농맹 교육에 대한 연구기반과 지원 체계는 매우 미비하다. 그런 맥락에서, 서론에서는 연구의 중심 키워드라 할 수 있는 ‘농맹’의 법적·교육적 정의를 살펴보았다. 제 Ⅱ장에서는 농맹 의사소통 방법 중 하나인 촉각수화와 Lorm 알파벳을 다루었다. 제 Ⅲ장에서는 농맹 지원정책으로서, 독일 농맹 특수교사 양성과정과 교사 직무 연수 교육 그리고 농맹 보조원 제도로 구분하여 살펴보았다. 이를 통해 다음과 같은 시사점이 도출되었다. 첫째, 농맹의 법적 정의와 더불어 독립된 장애유형으로의 인정 여부가 논의될 필요가 있다. 또한 다양한 농맹 의사소통 방법이 개발될 필요가 있다. 둘째, 감각장애나 중복장애 특수교사 자격증 발급에 대한 논의와 교사 직무연수 등이 다양한 관점에서 이루어질 필요가 있다. 셋째, 차단된 세계에서 혼자 머무르거나 고립된 삶을 살지 않기 위해서는 반드시 이를 지원해 주는 다양한 프로그램과 전문 보조원이 필요하다.

영문 초록

The purpose of this study is to obtain basic data on the direction of development of domestic deaf-blind education by examining Germany’s deaf-blind policy. In Korea, the research base and support system for deaf-blind education are quite insufficient to the extent that even the legal definition of the deaf-blind has not been prepared yet. In that context, in the introduction, the legal and educational definitions of the ‘deaf-blind’, which can be said to be the central keyword of the study, were examined. In Chapter II, the tactile sign language and Lorm alphabet, which are one of the communication methods of the deaf-blind, were addressed. In Chapter III, the deaf-blind support policy was divided into the German deaf-blind special teacher training course, training education, and the deaf-blind assistant system and each of the divided parts was examined separately from the other parts. Through the foregoing, the following implications were drawn. First, along with the legal definition of deaf-blind, whether the deaf-blind should be recognized as an independent type of disability or not should be discussed. Second, the issuance of certificates of special teachers for sensory impairment or multiple disabilities and teacher training programs should be discussed from various perspectives. Third, in order to prevent the deaf-blind from staying alone in a blocked world or leading an isolated life, various programs and professional assistants that support the prevention are necessary.
