국문 초록

본 연구의 목적은 영국, 독일, 덴마크의 스포츠정책과 복지국가체제(welfare regime)를 함께 살펴보는 것이다. 스포츠와 복지국가체제 간의 상관관계를 밝히는 것은 매우 어려운 일이다. 그러나 언급한 위 세 복지국가가 어떠한 정치적, 경제적 배경 속에서 스포츠정책을 도출해냈는가에 대한 연구는 우리나라의 스포츠복지 정책 수립에 매우 의미 있는 기초 자료가 될 것이라 판단된다. 스포츠정책은 사회민주주의 복지체제를 갖춘 덴마크에서 공공복지정책으로서 매우 발달되어 있음을 알 수 있다. 보수주의 복지체제의 독일 역시 국민의 신체활동을 위해 놀이터법을 제정하고, 엘리트 스포츠를 활성화 해 복지선진국으로서의 역할을 확고히 하고 있다. 한편, 스포츠클럽 시스템이 매우 발달한 덴마크와 독일에 비해 영국은 2003년이 되어서야 생활체육 활성화 정책을 발표했다. 이는 사회민주주의와 케인즈 경제체제를 바탕으로 유럽에서 가장 먼저 복지국가로 성장한 영국이 대처 정부 시절 신자유주의에 입각한 복지 긴축 지향으로 개인의 복지를 대부분 시장으로 이동 시키며 공공부문에서의 스포츠복지 제공이 두 나라에 비해 다소 늦게 시작되었음을 유추해볼 수 있다. 종합하면, 정권의 지배정당이 교체되더라도 장기적･안정적으로 스포츠복지 정책이 시행되는 데에는 정치권의 뒷받침이 가장 중요한 요인임을 알 수 있다. 또한 스포츠복지에 대한 투자를 통해 국민 스스로 건강의 중요성을 인식하고 노력할 수 있도록 수단과 환경을 제공한다면, 운동하기 편한 나라로서 스포츠복지가 국민의 권리가 되어 스포츠복지를 통해 삶의 질을 제고할 수 있을 것이다.

영문 초록

The purpose of this study is to explore the types of sport policies and the types of welfare in Britain, Germany and Denmark. It is very difficult and less obvious to identify the relationship between sports and welfare regims. The reason for this is, however, to use various methods to analyze and interpret the sports policies in which they came from so that we can consider and apply them by referring to their efforts and examples. It was found that sports welfare is highly developed as a public welfare policy in Denmark, a type of social democratic welfare that is based on stable party politics. Germany, a welfare powerhouse, is also a sports powerhouse that started the ‘Playground Act’, which was enacted for movement and physical activity. Germany has also succeeded in making long-term sports policies, such as the Golden Plan, based on the stable party politics of a multiparty system. Since then, German sports facilities have grown dramatically. However, compared to the activation of sports clubs in Denmark and Germany, Britain announced policies to activate Sport for All during the Labor Party s Prime Minister Blair in 2003. Britain became the first welfare state in Europe to become a welfare state based on the economic system of social democracy and Keynesian states. However, under the Thatcher administration, personal welfare was moved to the private sector due to the cutback of the welfare policies based on neoliberalism. We can infer for this reason that the UK has begun to offer sports welfare services in the public sector rather later than in other countries. So I think it is necessary to establish a consistent sports welfare policy Even if the ruling party of the regime is replaced, the most important factor is the support of the political circle in which sports welfare policies can be implemented in the long and stable term. In addition, if the government recognizes the importance of health of the people through investment in sports welfare and gradually tries to provide the means and environment for the people to make efforts on their own, sports welfare will be able to a people s right. And the people will be able to improve their quality of life through sports welfare.
