국문 초록

장애인복지관에서 지역사회 중심은 중요한 접근으로 다루어져 왔으며, 최근에는 이에 더하여 사람중심의 실천이 강조되고 있다. 본 연구는 장애인복지관에서 서로 독립적으로 실천되고 있는 두 접근을 자산기반 접근으로 통합해 보는 목적으로 수행되었다. 이를 위하여 3차에 걸쳐 단계적 포커스 그룹 인터뷰를 진행하였다. 1차에는 지역사회중심과 사람중심 접근의 실천 상황 진단, 2차는 자산기반접근 실천의 가능성 탐색, 3차는 자산기반접근 실천의 적용을 통해 드러나는 성과와 문제점을 다루었다. 장애인복지관 종사자들은 기존의 재활 서비스, 지역사회중심 접근, 사람중심 실천 등을 동시에 수행하면서 혼란과 어려움을 경험하고 있는 것으로 나타났다. 이런 상황에서 장애인복지관의 자산기반접근 도입은 사람들과의 관계와 실제 삶 중심의 서비스가 강화됨으로써 현장의 긍정적인 변화를 가져올 수 있는 것으로 평가되었다. 반면 분절된 업무구조, 새로운 실천방식 도입에서 오는 부담감이 표현되기도 하였다.

영문 초록

Community-centeredness has been treated as an important approach in the welfare center for disabled people, and in addition, person-centered practice has recently been emphasized. This study was conducted with the aim of integrating the two approaches practiced independently of each other in welfare centers for disabled people into asset-based approaches. To this end, the focus group interview was conducted in three stages. The first one diagnosed the practice of community-centered and person-centered approaches, the second explored the possibility of implementing an asset-based approach, and the third dealt with the outcomes and problems revealed by the application of an asset-based approach. Workers at welfare centers for the disabled are experiencing confusion and difficulties in the institutional environment, which is a mixture of rehabilitation services, community-centered approach, and person-centered practice. In this situation, the introduction of asset-based approach by welfare centers for disabled people was evaluated to bring about positive changes in the field by strengthening relationships with people and real life-oriented services. On the other hand, the burden caused by the divisional work environment and the introduction of new practices was expressed.
