국문 초록

본 연구는 독거시각장애인이 인식하는 공공임대아파트의 공간을 사회적 공간이론을 통해 살펴보고 공공임대아파트의 환경 개선 방안을 제안하고자 수행되었다. 주제분석을 적용하여, 의도적 표집을 진행하였으며, 공공임대아파트 환경에 대해 적극적으로 의견을 표출할 의사가 있는 독거 시각장애인 7명을 모집하여 개별인터뷰를 실시하였다. 분석 결과, 열악한 공공임대아파트 환경은 비장애인 중심으로 조성되어 있어 독거 시각장애인의 일상생활 경험을 제한하고 있었고, 접근성이 좋지 않아 외부환경과 단절되어있었다. 이로 인해 독거 시각장애인들은 외부, 내부의 고립을 동시에 경험하고 있었다. 그러나 독거 시각장애인들은 독립할 수 있는 공간이 있다는 것과 지속적인 주거 관리 지원에 감사함을 느끼며, 더 좋은 주거 환경을 만들기 위하여 주민과 연대하고 있었다. 또한 공공임대아파트 주변에 위치한 복지기관들을 적극적으로 이용하여 자신에게 필요한 지원들을 요구하고 있었다. 향후 공공임대아파트가 주민들과의 소속감, 권한을 행사할 수 있는 공간으로서 역할이 변해야 함을 발견하였다. 이에, 본 연구는 공공임대아파트 정책의 변화, 유니버설 디자인 관점의 적용, 시각장애인의 주거 관리 참여의 독려, 주민조직화의 필요성들을 제시하였다.

영문 초록

This study was conducted to examine the space of public rental apartments perceived by the visually impaired living alone through social spatial theory and to suggest ways to improve the environment of public rental apartments. Subject analysis was applied to intentionally sampling, and individual interviews were conducted by recruiting 7 blind people living alone who were willing to actively express their opinions about the environment of public rental apartments. As a result of the analysis, the poor public rental apartment environment was created around the non-disabled, limiting the daily life experience of the blind and visually impaired living alone, and was disconnected from the external environment due to poor accessibility. Because of this, the blind people living alone were experiencing both external and internal isolation. However, the visually impaired living alone felt grateful for the space to be independent and the continued support for housing management, and were in solidarity with the residents to create a better living environment. In addition, they were actively using welfare institutions located near public rental apartments to request the support they needed. In the future, it was found that public rental apartments should change their role as a space where they can exercise their sense of belonging and authority with residents. Therefore, this study suggested the change of public rental apartment policy, the application of a universal design perspective, encouraging the visually impaired to participate in housing management, and the necessity of organizing residents.
