국문 초록

남북한 통일은 인구수와 국가경제력이 월등하게 앞서는 남한이 주도하여 북한을 평화적으로 흡수하는 형태로 추진되어야 하는데, 핵무기와 128만여 명의 전투병력을 보유하고 있는 북한인민군을 한국군 중심으로 흡수통합 한다는 것은 매우 어려운 문제가 될 것이다. 북한 체제유지의 핵심세력으로 다양한 혜택을 누려왔던 북한인민군이 통일에 반대하지 않고 한국군 중심의 군사통합에 순응토록 하기 위해서는 제대군인 취업지원 등 국가보훈제도를 한국군과 유사하게 적용해줘야 한다. 그러나 일반 국민들과 한국군의 입장에서 보면 6.25전쟁을 비롯한 수많은 도발행위를 저질렀던 북한인민군에게 한국군과 유사한 수준으로 국가보훈제도를 적용해준다는 것이 쉽지 않다. 따라서 남북한 군사통합에 대비하여 북한인민군 출신에게 지급할 보훈급여의 종류와 지급기준을 설정하고, 의료지원과 교육지원 등 사회정착 지원제도를 마련하며, 국립묘지 운영방안 등을 미리 검토해 둬야 한다. 북한인민군 출신들에게 국가보훈제도를 적용 시 예상되는 소요비용은 남북협력기금으로 미리 적립해둬야 하며, 통일조약이 발효되면 바로 적용할 수 있도록「제대군인지원에 관한 법률」등 관련 법령 개정안도 미리 마련해둬야 한다.

영문 초록

The unification of the two Koreas should be led by South Korea, which has a far superior population and national economy, to peacefully absorb North Korea, which would be a very difficult problem to absorb and integrate North Korean troops with nuclear weapons and 1.28 million combat troops. In order for the North Korean People s Army, which has enjoyed various benefits as a key force maintaining the North Korean regime, to comply with the South Korean military-led integration without opposing reunification, the government should apply the veterans system similarly to the South Korean military. However, from the perspective of the general public and the Korean military, it is not easy to apply the national veterans system to the People s Army, which committed numerous provocations, including the Korean War. Therefore, the government should establish the types and standards of veterans benefits to be paid to those from the People s Army in preparation for military integration between the two Koreas, establish a social settlement support system such as medical and educational support, and review the operation of the national cemetery in advance. For those from the North Korean People s Army, the expected cost of applying the veterans system should be set aside as a unification fund in advance, and amendments to related laws such as the Veterans Support Act should be prepared in advance so that the unification treaty can be applied immediately.
