보훈급여금과 기초연금 운용의 합리적 방향 모색

국문 초록

본 연구는 보훈대상자의 소득안정과 보훈급여금의 형평성 문제를 해결하며, 나아가서 보훈대상자의 보훈급여금과 기초연금 운용의 합리적 대안을 찾기 위해 진행되었다. 본 연구의 목적을 달성하기 위해 설정한 기준중위소득에 기초한 공제, 이를 근거로 현재 공제혜택 확대 방향에 따라 지원되는 공적연금의 불평등정도를 추정하고, 3개의 시나리오를 구성하여 분석을 진행하였다. 분석한 결과 공제금액 대비 지니계수를 고려해본다면, 상위그룹은 20만원, 중위그룹은 40만원, 하위그룹은 70만 2,877원 일 경우에 가장 낮은 지니계수가 산출되었고 소득의 분포가 고르게 예측되었다. 결과에 따르면 보훈급여금 하위소득그룹의 기초연금 수급은 전체적인 소득분포의 개선으로도 연결된다고 할 수 있다. 보훈급여금에 대한 공제시행의 경우와 공제하지 않을 경우를 분석하여 얻은 결과는 기존의 지니계수에 비해 형평성의 문제가 고려되는 것으로 나타났다. 즉, 공제를 시행했을 때 얻게 되는 공적소득이전의 불균형을 완화하며, 공적소득을 기준으로 균형 있게 분배할 수 있을 것이다.

영문 초록

This paper was conducted to solve the problem of income stability and equity of veterans benefits, and further to find alternatives for the rational direction of veterans benefits and basic pension management. Deductions based on baseline median income established to meet the objectives of this study, based on which the inequality of the public pension currently supported was estimated according to the direction of increasing the deduction benefit, and various scenarios were constructed for analysis. Considering the Gini coefficient compared to the deduction amount, the lowest Gini coefficient was calculated when the upper group, the middle group was 400,000 won, and the lower group was 702,877 won, and the distribution of income was evenly predicted. According to the results, the basic pension of the lower income group of veterans benefits can also be linked to improvements in the overall income distribution. The results obtained by analyzing the case and the case of non-deductible deductions for veterans benefits show that the issue of equity is considered compared to the existing Gini coefficient. In other words, the imbalance in the transfer of public income from the implementation of the deduction will be mitigated and distributed in a balanced manner based on public income.
