한반도 항구적인 평화 안정장치 구축방안

국문 초록

한반도는 전 세계에서 유일한 분단국이다. DMZ를 중심으로 남한과 북한이 분단된 상태에서 여전히 첨예한 대립상태를 보여주고 있다. 최근 들어 남·북간 교류와 협력을 위해 다각적인 노력을 해 나가고는 있지만 근본적으로 남·북간 갈등구조를 완전히 해소하기 위해서는 더 많은 노력이 필요할 것으로 예상된다. 이러한 한반도의 특수상황을 해결하기 위해서 역대 과거 정부로부터 현 정부에 이르기까지 많은 노력을 해왔다. 특히 박근혜 정부는 DMZ세계평화공원조성을 주요 정책으로 내세우고 미국의회, UN본부 등 국제사회의 지원을 요청하는 등 적극적인 노력을 펼쳤지만 북한의 미 협조로 실현되지 못했다. 현 정부들어 북한의 비핵화를 전제로 남북관계 개선을 위해 다 각도의 협력을 위한 시도를 하고 있다. 이러한 분위기를 고려하여 한반도의 항구적인 평화 안정장치 조성차원에서 DMZ 유엔평화대학 설립을 제안한다. 이 대학이 설립되어 전 세계 모든 국가의 학생들이 한반도에 모여 세계평화를 위한 전문가로 양성된다면 한반도는 분단과 갈등의 현장에서 세계평화의 상징지역으로 바뀌게 될 것이다.

영문 초록

In the world, there are only two divided countries which are located in the Korean Peninsula. The two Koreas are still in sharp conflict having been divided by the DMZ. Although South Korea has been making various efforts to promote exchanges and cooperation between the two Koreas recently, more efforts are expected to be needed to completely resolve the conflict. The government has made a lot of efforts from past to resolve this special situation on the Korean Peninsula. In particular, the Park Geun-hye government insist on ‘DMZ World Peace Park as a main policy requesting support of the international community such as UN headquarters and US Congress. However, despite the active efforts, the policy could not be realized because of North Korea s noncooperation. The current government is trying to cooperate in various ways to improve inter-Korean relations, under the condition of North Korea s denuclearization. In this atmosphere, we propose the establishment of the DMZ UN Peace University in terms of building a permanent peace building on the Korean Peninsula. If the university is established and students from all over the world are trained as experts for world peace here, it will be transformed into a symbol of world peace from the site of conflict.
