COVID-19 상황에서 바라본 중증장애인의 고용과 직업재활 활성화를 위한 방안 모색: 장애인생산품 판매시설의 역할 모색을 중심으로

국문 초록

중증장애인생산품의 생산과 판매를 하고 있는 장애인 직업재활시설이 코로나19 사태로 위기를 맞고 있다. 장애인 직업재활시설 또는 장애인생산품 생산시설이 직면한 문제의 해결은 쉽지 않은 것이 현실 이다. 이에 연구는 외국의 장애인의 경제적 활동과 관련된 현황을 살펴보고 장애인생산품 판매시설의 문제점과 발전 방향을 모색함으로써 정책적 대안을 제시하고자 한다. 정부에서 제공하는 장애인생산품 지원제도는 중증장애인생산품 우선구매제도가 있으며, 소득지원을 위한 시설은 장애인 직업재활시설, 장애인생산품 판매시설 등이 있다. 외국의 장애인 관련 경제지원 정책은 미국의 AbilityOne 프로그램, 일본의 우선구매제도, 스웨덴의 Samhall, 영국의 Remploy, 미국의 Goodwill, 스페인의 ONSE Foundation 등이 있다. 외국의 사례를 보면 장애인의 자립을 위한 경제적 지원 제도는 사회발전과 환경에 지속적으로 대응하면서 변화하고 있음을 볼 수 있다. 이와 같은 대응과 변화를 기반으로 장애인생산품 판매시설의 운영개선에 관한 내용을 제시하고자 한다. 첫째, 전체 장애인생산품 판매시설 운영의 일원화를 모색 할 필요가 있다. 둘째, 보건복지부에서 장애인생산품 판매시설과 별도로 전국적 규모의 경영지원센터를 새롭게 구성할 필요가 있다. 셋째, 두 번째 기능이 구성될 수 있다면 장애인생산품 판매시설은 유통 체계로 전환할 필요가 있다. 넷째, 현재의 장애인생산품 판매시설 상황에서는 생산품 생산의 다양성을 위해 직업재활시설 지원의 차별화를 통한 지원 확대가 요구된다.

영문 초록

This paper aims to present a policy alternative to handicapped production facilities that suffer from Covid-19 from the perspective of disabled production facilities. The government-backed support system for disabled products includes a priority purchase system for products for the severely disabled, facilities for income support include vocational rehabilitation facilities for the disabled and sales facilities for products for the disabled. Foreign economic support policies for the disabled include the AbilityOne Program in the United States, the Japanese preferential purchase system, Samhall in Sweden, Remploy in the United Kingdom, Goodwill in the United States, and the ONSE Foundation in Spain. In the case of foreign countries, the economic support system for the self-reliance of the disabled is changing as they continue to respond to social development and the environment. First, it is necessary to unify the entire facilities for sale of disabled products. Second, the Ministry of Health and Welfare needs to newly form a nationwide management support center separately from the sales facilities of disabled products. Third, if the second function can be configured, the facilities selling products for the disabled need to be converted into a distribution system. Fourth, in the current situation of facilities selling products for the disabled, the expansion of support through differentiation of vocational rehabilitation facilities is required for the diversity of production.
