문화예술교육 정책의 정당성 제고에 관한 소론

국문 초록

본 논문은 문화예술교육 정책이 10년 경과한 시점에서 동 정책의 정당성을 발전단계별로 재검토하고 동 정책의 정당성 구조를 분석하였다. 문화예술교육 정책은 국민의지지와 신뢰에 기초하여 내용적, 절차적 정당성을 갖출 때 지속가능성을 담보할 수 있다. 그것은 문화예술교육을 둘러싼 다양한 관련 집단들이 서로 달리 추구하는 문화예술교육의 가치를 분명하게 드러내고 이들 집단 간의 민주적 합의를 이루는 과정을 거쳐야 한다. 우리나라 문화예술교육 정책의 도입기(2004-2006)에는 문화부처가 동 정책의 이니셔티브를 갖고 시민단체와 전문가 집단 등 이해관계자들의 의견수렴을 통해정당성을 확보하였다. 그러나 정착기(2007-2009)에는 점차 폐쇄적인 공론구조를 띄며 문화예술교육의 도구적 가치에 중점을 둔 경로 의존적 양적 성장에 치중하였다. 이후 문화예술교육에 대한 사회적 인식이 고조되는 전환기(2010년 이후)를 맞았으나 정책의 정당성 제고를 위한 노력이 미흡한 채, 교육부처 마저 도구적 가치에 편중된 차별성 없는 정책을 추진함으로써 동 정책이 정당성의 위기에 봉착하였다. 본 논문은 이러한 분석 결과에 기초하여 시민사회와 전문가 집단이 참여적 담론을 통해 문화예술교육 정책의 가치 정립과 그 실천과정에 지속적으로 관여할 수 있도록 제도화 하고 이를통해 정책의 정당성을 제고해 나갈 것을 제안하였다.

영문 초록

At this time, it is very meaningful to reexamine the legitimacy of arts and cultural education policy and recommend how to reconstruct the structure of legitimacy. Arts and cultural education policy should be equipped with substantive and procedural rationality to secure legitimacy based on people s support and trust. For this, we have to understand the different types of value that arts and cultural education creates, and establish a process of open discourse among stakeholders. Untill now, arts and cultural policy of Korea has experienced three developmental stages: introduction, settlement, and transition period. During introduction period, MOC(Ministry of Culture) had initiated the policy and gained legal legitimacy and public support. But the pass-dependent growth of the policy, focused on instrumental values, had been observed in settlement period, During this time, the opportunity of open discourse had decreased significantly despite the policy output was eye-opening. Since 2010, MOC has confronted the crisis of legitimacy in consequence of closed conversation and mobilization of bias. With the findings, this study suggests that the closed approach of policy making and implementation will never succeed in creating legitimacy and creating such legitimacy will depend on institutional innovation that engages the public in understanding and contributing to the value creation of arts and cultural education.
