문화예술교육 평가방법으로서 모니터링 활동에 대한 전문가들의 인식 연구

국문 초록

본 연구는 문화예술교육 현장평가 방법의 하나로 병행되고 있는 모니터링 평가활동에서 나타난 전문가들의 인식을 연구하였다. 이를 위해 2013~2019년 경기문화재단 꿈다락문화학교 모니터링 사업 약 7년의 결과자료에서 전문가 총평, 수집가능한 모니터링 운영회의록 일부와 2019년 전체회의록을 분석하였다. 자료 분석은 1차적으로 전문가들이 현장평가에서 반복적으로 거론하는평가 이슈와 중요한 강조점 위주로 추출하였고 이를 토대로 핵심키워드를 정리하였다. 분석틀은‘모니터링 기본철학’, ‘현장실천방법론’, ‘현장사례’의 3개 영역에 각 하위영역 총평 3개, 회의록 11개를 정의하고 분석하였다. 연구 결과로 Ⅴ장에서 총평에서 전문가들의 개별이슈와 공통이슈, 회의록에서 나타난 평가 경력전문가와 신규전문가의 인식비교, 전문가들의 평가주관성을 제시하였다. Ⅵ장 논의에서 평가에대한 전문가 인식으로‘단체의 문화예술교육 철학과 교육목적에 대한 확인, 교육방법론으로서‘과정중심’ 문화예술교육에 대한 혼란, 고민과 성찰 없는 문화예술교육의 반복적 개설에 대한비판’을 논하였다. 정책에 대한 전문가 인식은 ‘1인 현장방문 평가의 한계, ‘문화예술교육평가전문가 기준의 모호함, 모니터링 평가활동의 가치·철학은 사라지고 사업만 남았다는 지적’을논하였다. 향후 문화예술교육 평가 전문성을 확보하는 ‘사전연수’시스템과 ‘모니터링 평가준거의 지속’방법에 대한 모색이 필요하다.

영문 초록

This study studied the perception of experts in monitoring and evaluation activities, which are being conducted as part of one method for culture and arts education evaluation. For this study, the results of the 2013-2019 Gyeonggi Cultural Foundation s monitoring projects of Toyo-culture school were analyzed in the results of about seven years of the project, with the general review of experts and some of the collectable monitoring meeting datas and the full datas of 2019. The analysis frame is Basic Philosophy of Monitoring , Field Practice Methodology and Field case . As a result of the study, Chapter V presented ‘the individual major issues and common issues of experts in general evaluation, the comparison of the perception between the admirable experts and new experts in the minutes, and the subjectivity of experts assessment . The expert s perception of the assessment in the discussion in Chapter VI are: They discussed ‘confirmation of participants philosophy and purpose of culture and arts education, confusion over ‘process-oriented culture and arts education as an educational methodology, and criticism of the repeated programs without worries and reflections.’ The expert s perception of the policy also discussed ‘limits of one-person field visit evaluation, ambiguity of expert standards for art education evaluation, and the point that the value and philosophy of monitoring evaluation activities have disappeared and only business remains .
