대입제도 개편 공론화 과정을 다룬 신문 사설의 프레임 연구

국문 초록

이 연구의 목적은 정부가 2017년부터 2018년까지 추진한 대입제도 개편 과정을 다룬 국내 네 개 신문의 사설을 분석하여 언론이 교육정책 의제를 설정하는 양상을 이해하는 것이다. 2017년 8월 31일 교육부의 대학입학제도 개편 유예발표부터 2018년 8월 17일 교육부의 대학입학제도 개편안 발표까지 1년여 동안 조선일보, 동아일보, 경향신문, 한겨레에 실린 대입제도 개편 관련 사설을 분석하였다. 연구 결과, 대입제도 개편 과정은 크게 여섯 단계로 나눌 수 있었으며, 전 과정이 고르게 사설의 주제로 다루어지지 않았다. 각 신문 사설의 프레임을 이해하기 위해 Marin & White(2005)의 평가어 체계를 분석 틀로 연구한 결과, 조선일보와 동아일보는 주체의 행위를, 경향신문과 한겨레는 사물의 가치를 중점적으로 평가하였다. 또, 모든 신문의 사설이 이견의 여지를 허용하지 않는 대화적 공간 축소 방식을 활용하였다. 평가어 분석을 통해 조선일보는 적극적으로 개인을 경유함으로써, 한겨레는 거시적 사회문제와 대입제도를 연결함으로써, 동아일보와 경향신문은 각 신문의 구체적인 교육철학에 기댐으로써 공론화와 대입제도 개편 결과를 평가하였다. 이 연구는 교육정책 의제 설정 과정을 둘러싼 신문 사설의 프레임을 평가어 체계를 활용해 분석하고, 언론의 교육정책 의제 설정에 대한 다양한 관점의 연구 필요성을 제기했다는 의의가 있다.

영문 초록

The purpose of this study is to understand how the news media set up the educational policy agenda by analyzing four major newspapers editorials about the public debate on the college admissions reform. We analyzed the editorials dealing with the public debate on the college admissions reform published in Chosun Ilbo, Dong-A Ilbo, Kyunghyang Shinmun, and Hankyoreh from 31 August 2017 to 17 August 2018. We found that there were six stages in the progress of the debate. However, the editorials did not deal with all stages. Also, by using Martin and White’s (2005) appraisal system to analyze the editorials, we found that Chosun Ilbo and Dong-A Ilbo relatively used judgment appraisal of critical agents, while Kyunghyang Shinmun and Hankyoreh used appreciation appraisal. All four of them chose to contract the dialogical space by not permitting a different idea or perspective. Chosun Ilbo focused on the Minister of Education himself to criticize the Ministry of Education and the current administration. Hankyoreh related the debate with the macro societal problems like unequal labor market to show their positive stance on the current adminstration. Dong-A Ilbo and Kyunghyang Shinmun evaluated the public deliberative process based on their own perspective and philosophy on education. This study concluded that there should be more research on the educational agenda-setting by the news media.
