국문 초록

요약 : 논쟁문제를 다루는 사회과 쟁점중심 토론수업에 대한 관심이 갈수록 높아지고 있다. 동시에 많은 교육적 물음이 제기된다. 과연 사회과 토론 수업에서는 어떤 논쟁문제를 다루어야 하고, 그 판단의 기준은 무엇인가? 교육적으로 합당한 논쟁문제의 본질과 성격을 밝히는 일은 사회과 토론수업과 관련해 중요한 의미를 갖는다. 논쟁문제의 본질을 어떻게 규정하고 인식하느냐에 따라 수업의 목적은 물론이고 수업의 구성과 전개가 달라질 수 있기 때문이다. 이 연구는 논쟁문제의 본질을 둘러싼 그간의 여러 논의들 가운데에 ‘논쟁문제의 준거 논쟁’에 초점을 맞추고 있다. ‘행태적 준거’에 대한 비판으로부터 촉발된 준거 논쟁은 ‘지적 준거’를 등장시켰고, 비교적 폭넓게 그 교육적 가치와 합당성을 인정해 왔다. 그렇지만 지적 준거의 한계를 비판하는 목소리도 계속 이어지고 있다. 논쟁문제 자체가 인식론적 차원뿐만 아니라 사회적 삶의 조건을 포괄하며, 가르침과 배움이라는 교육적 맥락을 전제하고 있기 때문이다. ‘합리성의 원리’와 ‘공정성의 원리’가 교차하는 지점에서 발생하는 긴장과 딜레마가 지적 준거를 둘러싼 대표적인 논란의 국면 중 하나이다. 지금 우리는 다원화와 양극화라는 서로 모순된 삶의 상황이 맞물리고, 개인과 집단의 정체성에 대한 인정과 부정의 간극이 벌어지는 가운데, 논쟁문제에 대한 새로운 성찰과 관점의 확장을 요청받고 있다. 본 연구는 어떤 새로운 준거를 제안하거나 기존의 특정 준거를 지지하려는 것이 아니다. 지금까지 전개되어 온 논쟁문제의 준거를 둘러싼 주요 논쟁들을 통해 쟁점중심 사회과를 위한 논쟁문제의 재개념화 가능성, 그리고 향후의 탐구 지점을 확인하는 데에 주 초점을 맞추고 있다.

영문 초록

The growing concerns regarding the issues-centered social studies are entailed by a difficult key question: ‘What is the educationally proper and legitimate controversy for the classroom discussion?’ The importance of answering this question lies in the fact that it is closely connected with setting educational goals and charting ways of implementing meaningful and successful social studies discussions. The present inquiry is motivated by the awareness that criteria debates over controversial issues developed thus far can shed some lights on seeking insights into that tricky question. Started by criticisms on the so-called ‘behavioral criterion,’ a couple of prominent scholars advocated ‘epistemic criterion’ which has received wide recognitions in the educational community in its educational values and reasonableness. Nonetheless, the epistemic criterion is not without criticisms, and prompted another round of criterion debate which has been joined by many individuals proposing diverse frames of reference. It is because that controversial issues includes not just epistemological but social dimensions as well as educational. In this study, I attempt to draw some insights and implications from those debates for issues-centered social studies. The main foci are twofold: how to conceptualize controversial issues and how to go with better instruction.
