학교노동인권교육의 문제점과 개선 방안: 사회과 연계를 중심으로

국문 초록

요약 : 본 연구는 학교노동인권교육의 문제점을 분석하고 사회과와 연계를 통한 개선방안을 제안하기 위해 실시되었다. 이를 위해 학교노동인권교육의 문제점을 도출하였으며 주요 내용은 다음과 같다. 첫째, 현행 학교노동인권교육은 노동교육과 인권교육의 목적을 균형있게 달성하지 못하고 법⋅제도적 노동교육에 편중되어 있다. 둘째, 청소년을 노동으로부터 보호해야 할 대상으로 인식하다보니 노동주체로서의 권리교육이 제대로 실시되지 않고 있다. 셋째, 교과와의 연계가 약하여 안정적인 노동인권교육이 실행되지 못하며 사회과 역시 노동인권교육의 역할을 충분히 수행하지 못하고 있다. 이러한 문제를 해결하기 위하여 사회과와 학교노동인권교육이 긴밀히 연계될 필요가 있으며 실천에 필요한 제언은 다음과 같다. 첫째, 노동에 대한 부정적 인식을 개선하고 인권의 관점에서 노동문제에 접근할 수 있도록 노동과 노동권 개념을 이상주의 관점에서 재정의하여 노동인권교육 목표와 내용에 반영할 필요가 있다. 둘째, 핵심역량과 사회교과역량을 인권적 관점에서 재해석하여 노동인권수업 목표로 활용해야 한다. ‘통합적 사고력’은 노동에 대한 지식⋅기능⋅가치⋅태도를 균형있게 습득하기 위한 역량 목표로, ‘의사결정력 및 문제해결력’과 ‘의사소통과 협업능력’은 노동문제 해결에 필요한 생활역량 목표로, ‘심미적 감성역량’은 노동인권문제의 사회구조적 이해와 책임감있는 행동역량을 기르는데 필요한 역량목표로 활용될 수 있다.

영문 초록

The purpose of this study is to analyze the problems of school labor rights education, and to suggest the improvement plan. Through the precedent study and curriculum analysis, problems of school labor rights education were drawn and the main contents are like the following. Firstly, labor rights education should achieve the goals of labor education and human rights education in a balanced way but so far, school labor rights education is concentrated on legal and institutional labor education. Secondly, adolescents are considered to be protected from labor, so right education for them as a subject of labor doesn’t seem to be done properly. Thirdly, the connection with subjects is weak, so consistent and stable labor rights education for every student can’t be done. To solve these problems, the followings are suggested for the practice of school labor rights education. Firstly, the conception of labor and labor rights should be redefined from the idealistic point of view and the goal of Social Studies labor rights education needs to be concrete. Secondly, core competencies should be reinterpreted from the human rights pont of view. ‘Integrative thinking skill’ can be used as competency goal to acquire knowledge⋅function⋅value⋅attitude about labor in a balanced way, ‘Decision-making ability and problem solving ability.’ ‘Communication and cooperation ability’ can be used as life competency goal for solving labor problems, ‘Aesthetic emotional competency’ can be used as competency goal for social structural understanding human rights problem and for raising responsible behavioral competency.
