김대중 정부의 장애인고용정책 평가

국문 초록

김대중 대통령은 장애를 몸소 체험하고 있는 장애인당사자라고 할 수 있기 때문에 장애인들이 그의 임기동안 장애인고용에서의 변화에 대해 거는 기대는 남달랐을 것이다. 김대중 정부기간 동안에는 「장애인고용촉진및직업재활법」이 통과되고 제2차 장애인복지발전 5개년계획이 수립되는 등 다른 어느 시기보다 장애인의 직업재활에 영향을 미칠 수 있는 중요한 일들이 일어난 것이 사실이다. 본 연구에서는 김대중 정부에서 노무현 정부로 이제 막 전환된 시점에서 장애인고용률을 토대로 한 수량분석을 통해 과연 김대중 정부기간동안 장애인고용에 있어서 얼마나 발전이 있었는지를 알아보고 「장애인고용촉진및직업재활법」과 제 2차 장애인 복지발전 5개년계획(고용분야)이 지니는 의의와 문제점에 대한 분석을 시도하였다.

영문 초록

Korean people with disabilities might have greater expectation to the rapid changes in their employment situation during President Daejung Kim s term of office than in any other periods because he himself had experienced the disability. It is a fact that the significant events that might affect the vocation rehabilitation of people with disabilities such as the pass of Employment Promotion and Vocational Rehabilitation Act for People with Disabilities and the establishment of the Second 5 Years Plan for Welfare Development(concerning employment of people with disabilities) have occurred during Daejung Kim s Government period. This study was conducted to identify how much the progression in the employment situation of people with disabilities was achieved through a quantitative analysis based upon their employment rates at the point of transition from Daejung Kim s Government to Moohyun Noh s Government and to analyze the significance and problems in Employment Promotion and Vocational Rehabilitation Act for People with Disabilities and the Second 5 Years Plan for Welfare Development concerning employment of people with disabilities.
