국문 초록

본 연구에서는 2007년 7월부터 시행되어 온 현행의 「장애인고용촉진및직업재활법」에 따라 전개되어 온 보건복지부의 직업재활사업의 각 영역에 대하여 장애인복지관과 직업재활시설, 장애인단체를 대상으로 그 문제점을 검토함으로써 개선방안을 제시하고 자하였다. 본 연구의 결과 일선의 직업재활실시기관들은 첫째 새로운 직업재활사업을 전개하는 것보다 기존의 직업재활사업을 개선하는 것이 더 중요하다고 인식하고 있으며, 둘째 장애인고용 촉진 및 직업재활기금의 행정체계가 이중화되어 업무가 과중하고 자율성이 침해되므로 관리체계가 단일화되어야 하며, 셋째 장애인의 고용이 확대되고 안정화되기 위해서는 대국민 인식개선 사업이 가장 중요하고, 넷째 장애인의 경쟁력을 향상시킬 수 있는 생산장비와 기본 인프라의 확충이 시급한 점, 다섯째 중증장애인에 대한 현실성 있는 임금보조의 필요성, 여섯째 장기적인 인력수급계획에 의한 보수교육 강화를 선결과제로 인석하고 있었다.

영문 초록

This research deals with each problems of vocational rehabilitation activities by rehabilitation centers, vocational rehabilitation facilities, the organizations related persons with disabilities, which was done as Vocational Rehabilitation and Employment of persons with disabilities Act since 2000. Also this study pays attention to the difference of rehabilitation centers, vocational rehabilitation facilities, the organizations related persons with disabilities about the problems of vocational rehabilitation activity. Followings are suggestions for improving employment opportunities for the persons with severe disabilities. First of all, there should be more resolute financial support to improve working conditions which is essential to encourage rehabilitation specialists to provide their customers with quality services. Second, vocational rehabilitation counselors need investment in productive facilities which is essential to make up for low productivity of persons with severe disabilities and financial support to complement low wages. Third, mandatory employment quota for of persons with severe disabilities should be strengthen. Finally there should be more investment to increase marketing production of vocational rehabilitation facilities.
