장애인직업재활시설의 경영성과평가에 관한 연구

국문 초록

본 연구의 목적은 직업재활시설의 경영성과에 대한 다면적이고 객관적인 경영성과요인을 개발하여 직업재활시설의 운영과 서비스 질 향상을 위한 전략을 수립하고 수행할 수 있도록 돕고자 하는데 있다. 이를 위해 본 연구는 Kaplan과 Norton(1994)이 개발한 비영리기관의 균형성과표(BSC)에 따라 개념적 준거 틀을 형성하고, 이를 바탕으로 델파이조사와 계층 분석적 의사결정(AHP)방법으로 진행하였다. 델파이 조사는 직업재활시설의 시설장과 사무국장을 대상으로 3회에 걸친 전문가 의견조사를 하였고, 계층 분석적 의사결정(AHP)방법은 41명을 대상으로 조사를 진행하였다. 본 연구의 결과를 토대로 직업재활시설의 경영평가가 효율적으로 이루어지기 위해 다음과 같이 제언하고자 한다. 첫째, 직업재활시설 경영성과 평가지표의 활용과 경영평가의 도입이 필요하다. 둘째, 직업재활사양성에 있어 폭넓은 경영에 관한 제반 지식을 보유한 경영관리자로서 육성해야 하며, 이를 위해 학교의 커리큘럼이나 직업재활시설의 경영과 관련된 연수나 보수교육이 마련되고 교육과정이 구성될 필요가 있다. 셋째, 사회복지사업법에 의거하여 3년마다 실시하고 있는 직업재활시설 평가 시, 경영성과를 평가하는 지표를 제도적으로 포함해야 한다. 마지막으로 본 연구는 경영성과 평가요인에 관한 연구를 수행하면서 요인에 포함된 지표의 중요도는 분석하였으나 요인에 대한 중요도가 분석되지 못한 제한점과 실제 적용해 보지 않음으로써 현장에서 실무적으로 활용하는데 제한점이 있기 때문에 이와 관련된 후속연구가 필요함을 제언한다.

영문 초록

The purposes of this study were to develop multifaceted and objective factors of management performance for vocational rehabilitation facilities and to help them set strategies and implement them for their better operation and higher service quality. For those purposes, the study formed a conceptual framework following the Balanced Scorecard(BSC) for non-profit organizations by Kaplan and Norton(1994) and conducted a Delphi test and Analytic Hierarchy Process(AHP) based on the framework. For the Delphi test, the experts, which included the heads and secretary generals of vocational rehabilitation facilities, were interviewed for their professional opinions three times. The AHP approach was administered to 41 participants. Based on the results, the following suggestions were made regarding efficient management evaluation of vocational rehabilitation facilities: First, the evaluation indexes of management performance should be used and management evaluation should be introduced at vocational rehabilitation facilities. Second, professionals of vocational rehabilitation should be raised as managers with overall knowledge of a wide range of business administration. For that, the school curriculums need to include training or supplementary education related to management of vocational rehabilitation facilities. Third, the indexes to evaluate management performance should be included as part of the system in evaluations of vocational rehabilitation facilities, which are carried out every three years following the Social Welfare Act. Finally, the study has some limitations in that it failed to analyze the importance of each factor even though it did the indexes included in the factor as part of the research activities for the evaluation factors of management performance and that the results are hard to be generalized on the field right away since there was no application. In future studies those limitations should be covered.
