정신지체인 직업재활관련 종사자간의 연계에 영향을 미치는 요인

국문 초록

장애가 점차 중증ㆍ중복화 되면서 장애인의 직업재활은 일시적이고 단편적인 과정보다는 장애인의 생애주기에 맞는 서비스의 제공과 장기적인 훈련과정이 요구되고 있다. 이를 위해서는 무엇보다 중요한 부분이 관련 기관간 연계라 할 수 있다. 그러나 이런 중요성에도 불구하고 직업재활과 관련된 교육ㆍ복지ㆍ노동 분야 간의 연계는 좀처럼 잘 이루어지고 있지 않는 게 현실이다. 이에 본 연구는 정신지체장애인의 직업재활 관련 종사자를 대상으로 관련 기관간 연계에 영향을 미치는 요인을 밝혀내는 것을 목적으로 한다. 연구방법은 설문지에 의한 우편조사 방법으로 조사대상은 정신지체인의 직업재활과 관련된 교육ㆍ복지ㆍ노동 분야에 종사하는 종사자를 대상으로 했다. 조사기관은 총 392개 기관이었으며 조사기간은 2006년 9월 13일부터 10월 10일까지로 회수율은 33.0%였다. 조사내용은 선행연구에서 제기되었던 연계에 영향을 미치는 요인 중 조직의 태도, 취업지원 담당자의 수, 연계에 관한 학습시간의 수, 연계 전담자의 유무, 연계장소의 유무, 관련 전문직에 관한 학습경험, 근무경험과 연계정도와의 관계를 규명하기 위한 것이었다. 설문조사 내용을 바탕으로 t검정, 피어슨의 적률상관계수, 분산분석, X2을 실시한 결과, 연계에 대한 조직의 태도, 취업지원 담당자의 수, 근무경력, 졸업 후 연계에 관한 학습시간, 관련 전문직에 관한 졸업 전ㆍ후의 학습경험, 연계장소의 설치, 연계전담자의 배치가 연계에 영향을 미치는 것으로 밝혀졌다. 특히, 연계정도를 종속변수로 한 중회귀분석을 실시한 결과, 연계에 대한 조직의 태도, 취업지원자의 수, 졸업 후 직업관련 전문직에 관한 학습경험, 졸업 후 연계에 관한 학습시간, 연계장소 유무, 연계 전담자 유무, 성별, 연령, 근무경력이 연계정도의 38.7%를 설명되었다. 한편 노동 분야가 교육 분야나 복지 분야 보다 연계정도, 취업지원 담당자의 수, 근무경력. 졸업 후 연계에 관한 학습시간, 연계 전담자의 배치 부분에서 열악한 환경에 놓여 있는 것으로 드러났다.

영문 초록

As disabilities become more severe and duplicated, vocational rehabilitation services require long-term training and tailored to each life cycle for persons with disabilities compared to fragmented and short-term training. To achieve the purpose, the linkage between related agencies is critical prior condition for successful vocational rehabilitation outcomes. However, despite of its importance, service coordination between education, social welfare, and labor has not been active. Therefore, the purpose of this study was to investigate the factors related to the degree of agency coordination among vocational rehabilitation professionals, especially in the field of individuals with intellectual disabilities. The subject of the study consisted of professional devoted to vocational rehabilitation within education, social welfare, and labor fields for individuals with intellectual disabilities. The survey was mail out to 392 service agencies. The research was conducted from September 13 of 2006 to October 10 and the return rate was 33.0%. The t-test, pearson correlation and ANOVA were used for research method. The results of the multiple regression analysis showed that the variables such as the agency attitudes, number of vocational-related professionals. in-service raining, number of hours on training for agency linkage, field experiences during pre and after college education, availability of service coordination opportunities and assigned an expert charged with the operation were related to results. Especially, amount of service linkage as dependent variable, the result of multiple regression showed that agency s attitudes toward service coordination, a number of employment applicants, field experiences after college education, number of hours on training for agency linkage, availability of coordination office and expert, gender, age and career explained 38.7% of the degree of professional coordination. The result also showed that the field of labor was among the lowest in regards to the agency coordination, experts on employment assistance, work history, number of hours on training on agency coordination after college graduation, number of vocational-related professionals, and location for coordination office compared to education and social welfare fields.
